On the 18th, Lee posted on Facebook an article titled "Why should Gyeonggi residents bear the damage caused by the killer boomerang anti-North Korea leaflets?" stating, "A report came in yesterday that anti-North Korea leaflet debris was found above a house in Uijeongbu," and added, "Upon investigating the scene, the leaflets and numerous food items were tied together, and the roof was damaged."
He continued, "Since there are large apartment complexes densely located around this area, there was a possibility of casualties," and added, "What if this monstrous object had fallen on a child's head while walking on the street? It is truly a horrific event that one does not even want to imagine."
Furthermore, Lee pointed out, "This incident shows that the distributed anti-North Korea leaflets fell not on the North side but on our private homes, and could potentially become a 'killer boomerang,'" adding, "It is a case that demonstrates that even areas not bordering the demilitarized zone are not free from such damage."
He questioned, "Why should Gyeonggi residents be exposed to such dangers?" and emphasized, "We will strictly punish anti-peace acts, and protecting the lives and safety of residents is true security and the duty of the governor. Therefore, we will never tolerate the distribution of 'killer boomerang' anti-North Korea leaflets that disrupt peace and threaten residents' safety."

Finally, Lee promised, "The anti-North Korea leaflets in question consist of the same contents as those distributed by a defector group at Odusan Observatory around May," and added, "Once the investigation is complete, we will hold those responsible for illegal acts accountable and mobilize all available administrative power and public authority to strictly punish the distribution of anti-North Korea leaflets and protect residents."
