Assemblyman Jo Jeonghun of Sidae Jeonhwan Proposes Platform Worker Career Certificate Act
[Asia Economy Reporter Jeon Jinyoung] Assemblyman Jo Jeonghun of the Transition Era party is proposing the "Platform Worker Career Certificate Act" as his first bill. Previously, instead of presenting a first bill, Assemblyman Jo attracted attention by holding a press conference to introduce his staff upon entering the 21st National Assembly.
This bill aims to allow platform workers to utilize labor data information from previous workplaces when providing labor to businesses. In other words, it enables platform workers such as substitute drivers and delivery riders to receive employment or career certificates. It is estimated that there are 470,000 to 540,000 platform workers in Korea who, despite working, have faced disadvantages such as difficulties in obtaining bank loans due to the lack of official certificates.
Since the first bill concerns platform workers, Assemblyman Jo plans to continue pursuing legislation related to the platform economy. In addition to issuing career certificates, he will promote measures such as the actualization of insurance enrollment for delivery motorcycle drivers and budget support for electric motorcycles. Assemblyman Jo, who has shown interest in platform labor, is known to have worked as a substitute driver for a month before becoming a member of the National Assembly to identify on-site difficulties.
On the morning of the 18th, Assemblyman Jo held a press conference at the National Assembly and stated, "What must come first to revitalize the future economy, the platform economy, is the improvement of platform workers' treatment," adding, "If we do not prepare in advance from now, we will face a great crisis."

He also emphasized that future policy directions will simultaneously pursue pro-citizen and pro-business approaches. He said, "The themes of being pro-business and pro-citizen are not mutually exclusive," adding, "We must grow the platform economy so that the fruits of growth can also reach platform workers. The environment where domestic platform companies are discriminated against compared to overseas companies must also be resolved."
