Presided over by Governor Kim Kyung-soo of Gyeongnam, the meeting was attended by disaster-related institutions and academic experts including Ryu Hee-in, former head of the Ministry of the Interior and Safety’s Disaster Safety Headquarters, Lee Jong-seol, director of the National Disaster Safety Research Office, and Han Woo-seok, head of the Disaster Prevention Research Center at the Korea Research Institute for Human Settlements.
The province has been discovering and promoting projects utilizing smart technologies such as advanced ICT and big data. It became the first in the nation to install ‘intelligent CCTV’ for crime prevention in all cities and counties to eliminate blind spots in crime surveillance, and also produced a ‘VR Disaster Safety Experience Vehicle’ that enables highly realistic safety experience education without spatial and temporal constraints.
Additionally, the province is enhancing the delivery of administrative information through visualization and is conducting the ‘Smart Spatial Information Platform Construction Project’ to transition to a spatial information-based administrative system, as well as the ‘5G-based Digital Twin Public Leading Project’ to establish a cutting-edge safety management system using digital technology.
Furthermore, it is developing a blockchain-based distributed identity verification platform to create a mobile resident card and an online public service platform through the ‘Distributed Identity Verification-based Digital Public Service Platform Construction Project,’ and is also developing the ‘Gyeongnam-type Electronic Entry Log’ using QR codes.
Based on the valuable opinions presented at this forum, the province plans to set the direction for short- and long-term disaster safety management and establish a new disaster safety management system.

Governor Kim said, “Having experienced COVID-19, it became clear that while collaborating with the government, a new approach at the local government level is necessary for a provincial safety management system. The key to establishing a smart safety management system is how to integrate the smartification and safety of various fields such as smart cities, industrial complexes, farms, and aquaculture, where human management alone has clear limitations.”
