View original image[Asia Economy Reporter Son Sun-hee] President Moon Jae-in stated on the 9th that "At this critical time when proactive administration and regulatory reform are needed, the role of the Ministry of Government Legislation is especially important," and added, "The Ministry of Government Legislation should be extensively utilized at the whole-of-government level," according to Kang Min-seok, the Blue House spokesperson.
Spokesperson Kang conveyed in a written briefing that during his closing remarks at the morning Cabinet meeting, President Moon said, "If the Ministry of Government Legislation takes a more proactive approach to authoritative interpretations of existing laws or enforcement ordinances, it will greatly aid in carrying out 'proactive administration,'" emphasizing this point.
President Moon also said, "At the national level, the Supreme Court is the highest authority for legal interpretation, and the Constitutional Court is for constitutional matters, but within the government, the Ministry of Government Legislation is the highest authoritative interpretation body," and instructed, "To enable the Ministry of Government Legislation to effectively fulfill its role, the Ministry of Economy and Finance and others should reinforce the Ministry’s organizational structure and personnel if necessary."
He further added, "Strengthening the role of the Ministry of Government Legislation could reduce the costs that each ministry pays to external law firms for legal advice and also provide much higher quality legal services."
Earlier, Kim Hyung-yeon, head of the Ministry of Government Legislation, reported, "To initiate high-quality and prompt legal advisory services, we launched a task force (TF) in January," and noted, "The number of legal advisory requests from various ministries has significantly increased."
