Jeonnam Public Officials Ordered to Establish Regulations for Copying Civil Defense Uniforms
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Amid growing attention to the 'yellow jumper' worn by public officials due to the novel coronavirus infection, the need to establish detailed regulations regarding the timing and eligibility for wearing this yellow jumper (civil defense uniform) has been raised.
On the 3rd, at the 342nd 1st Regular Safety, Construction, and Firefighting Committee meeting, Na Gwang-guk, a member of the Jeonnam Provincial Assembly, stated, "It is necessary to establish detailed regulations for the civil defense uniform worn during national emergencies such as war or disasters."
According to Article 3 (Duties of the State, Local Governments, and Citizens) of the Civil Defense Basic Act, in the event of a civil defense emergency, the state and local governments must establish and implement plans to ensure the safety of the nation and local communities and protect the lives and property of citizens, and have the obligation to promptly manage and recover from the civil defense emergency.
Additionally, Article 36 (Uniforms, etc.) of the Enforcement Decree of the Civil Defense Basic Act stipulates that civil defense personnel may wear the civil defense uniform or display identification as prescribed by the Ministry of the Interior and Safety during training or while performing duties.
In other words, the civil defense uniform is worn by public officials during national emergencies when they must protect the lives and property of citizens. However, since there are no mandatory regulations regarding the timing or subjects required to wear the civil defense uniform under current laws, the wearing of the uniform is carried out inconsistently without clear standards.
Assemblyman Na Gwang-guk said, "When public officials wear unified clothing such as the civil defense uniform during national disasters like COVID-19, it visually signals to the public that it is a crisis situation, raises awareness, and expresses the will to overcome the crisis. Therefore, specific guidelines or regulations for wearing the civil defense uniform should be established to ensure consistency."

In response, Lim Chae-young, Director of the Jeonnam Provincial Office of Citizen Safety, said, "Since wearing the civil defense uniform changes the mindset of public officials and symbolizes the protection of citizens' lives and property, we will propose to the government to establish specific regulations and also strive to prepare internal guidelines and standards for wearing the civil defense uniform at the Jeonnam provincial level."
