Quality Evaluation of Paid Broadcasting Services Including IPTV and Cable Conducted... Expanded to 18 Companies
[Asia Economy Reporter Seolgina Jo] The Ministry of Science and ICT announced on the 1st that it will conduct a quality evaluation of paid broadcasting services targeting IPTV, cable TV, and satellite broadcasting until November.
This year, based on the previous quality evaluation, the Ministry prepared a quality evaluation plan for paid broadcasting services by collecting opinions from stakeholders, experts, and consumer groups regarding the evaluation targets, items, and methods to enhance the objectivity and accuracy of the evaluation.
The evaluation, which was previously conducted on nine operators in the Seoul and Gyeonggi areas, has been expanded to include all paid broadcasters (18 companies), including individual regional cable TV operators (9 companies). To strengthen the reliability of the evaluation, the size of the video perceptual quality user evaluation group has also increased from 360 to 2,400 people.
The operators subject to evaluation are ▲ IPTV sector: KT, SK Broadband, LG Uplus ▲ Cable TV sector: LG HelloVision, SK Broadband (T-Broad), D'Live, CMB, Hyundai HCN ▲ Satellite sector: KT Skylife ▲ New individual regional cable TV sector: Areum Broadcasting, Nam Incheon Broadcasting, Chungbuk Broadcasting, Gwangju Broadcasting, Geumgang Broadcasting, Pureun Broadcasting, Ulsan Central Broadcasting, Seogyeong Broadcasting, Jeju Broadcasting, etc.
The evaluation items consist of a total of seven indicators considering the types of broadcasting services actually used by users: ▲ channel volume level ▲ channel switching time ▲ VOD start time and advertisement time ▲ set-top box start time ▲ content diversity ▲ video perceptual quality ▲ user satisfaction survey.
Along with this, the Ministry of Science and ICT plans to identify items requiring quality improvement by investigating complaints experienced during the use of paid broadcasting services, reflect them in future evaluation indicators, and induce quality improvement.

Song Jaesung, Director of Broadcasting Promotion Policy at the Ministry of Science and ICT, stated, “With this year’s paid broadcasting quality evaluation enabling comparison and evaluation of service quality for all paid broadcasting operators, it is expected to help viewers make rational product choices and further promote autonomous competition for quality improvement.” He added, “We will continue to strive to provide users with objective and reliable quality information on paid broadcasting services.”
