Chairman I Yong-jae Urges Government for Improvement of Shell Resource Recycling System
Attendance at the 3rd Extraordinary Meeting of the National Council of City and Provincial Council Chairpersons on the 26th
[Asia Economy Honam Reporting Headquarters Reporter Chunsu Kim] Lee Yong-jae, Chairman of the Jeonnam Provincial Council, announced on the 26th that he attended the 3rd Extraordinary Meeting of the National Association of Chairpersons of City and Provincial Councils held at Lotte Resort Buyeo in Chungnam Province and submitted the "Proposal to Urge Institutional Improvement for Shell Resource Recycling" as a joint response agenda of the association.
Chairman Lee explained, "Shellfish farming such as oysters and abalone accounts for a large portion of fishermen's income sources, but byproducts such as shells generated about 300,000 tons nationwide as of 2018, of which only about 60% are being recycled."
He added, "Most shells are recycled as shell fossil fertilizers, but due to farmers' reluctance to use them, difficulties in securing sales channels and storage exist, increasing the burden on fishermen for shell disposal, which presents many problems," explaining the purpose of the proposal.
The 17 chairpersons of city and provincial councils attending the extraordinary meeting agreed on the urgent need to amend related laws such as the "Waste Management Act" to allow shells to be recycled and used as marine environment improvement agents for tidal flats, and to expand necessary support for shell disposal and resource recycling, adopting the "Proposal to Urge Institutional Improvement for Shell Resource Recycling" as a recommendation to the government.
Additionally, the association decided that the 17 chairpersons of city and provincial councils would jointly recommend five agendas for local autonomy development to the central government, including ▲a proposal to amend the "Local Tax Act" to strengthen local tax collection ▲a proposal to expand 'epidemiological investigators' for the realization of safe communities from infectious diseases.

Meanwhile, the National Association of Chairpersons of City and Provincial Councils is a consultative body composed of chairpersons of 17 metropolitan councils nationwide, conducting joint activities for the development of local autonomy, mutual exchange and cooperation regarding local council operations, and improvement of unreasonable laws and systems.
