Statistics Development Institute Publishes Research Report on 'Data-Driven Policy Utilization and Innovation in Statistical Production Methods'
[Asia Economy Reporter Joo Sang-don] The Statistics Development Institute (SRI) of Statistics Korea announced on the 19th that it will publish the '2019 Research Report,' which contains research results necessary for data-driven policy utilization and innovation in statistical production methods, online.
This research report includes a total of 22 papers: 4 studies related to administrative data linkage and utilization, 6 studies on data-driven policy utilization, 9 studies on survey methodology to improve the accuracy and reliability of national statistics, and 3 studies on leading and innovative statistical methodologies.
Last year, research was conducted on the production and utilization methods of national statistics using various data, such as the development of public data, popularization of big data, and active utilization of administrative data to reduce respondent burden.
In the study titled 'Research on the Method of Constructing the Rent Price Index Using Housing Lease Information System Data,' it was examined whether the Housing Lease Information System administrative data could replace the rent price index within the Consumer Price Index if the mandatory lease reporting system is introduced in the future. Through this, it was confirmed that, unlike the Jeonse (key money deposit) index, the monthly rent index requires converting the deposit into monthly rent and reflecting it in the index, which is a very important task for stable index construction.
In the study 'Analysis of Debt and Default Characteristics of Individual Business Owners (Enterprises),' the analysis of big data on individual business owner (enterprise) debt, developed through public-private cooperation, linked with statistical business registration data, confirmed that financial activity analysis considering demographic and sociological characteristics of individual business owners (enterprises), business characteristics, and household debt is possible, which cannot be identified through existing sample surveys.
In the study 'Research on Survey Replacement Methods for Small-scale Businesses Using Administrative Data,' direct replacement and model estimation methods were researched to replace direct surveys for small businesses with high respondent burden by utilizing the statistical business registration data.
Additionally, the only Survey Questionnaire Research Center (Cognitive Laboratory) under the Statistics Development Institute included cases of cognitive experiments on survey questionnaires to ensure survey accuracy and reliability in the research report.
In the study 'Application of Cognitive Techniques to Improve the 2020 Agricultural, Forestry, and Fisheries Census Questionnaire,' various methods such as Focus Group Interviews (FGI), interviewer-respondent behavior evaluation, and usability evaluation were applied to improve the questionnaire suitable for the survey field. The 'Household Financial Welfare Survey Questionnaire Improvement Study' improved the questionnaire design to enable the use of administrative data instead of direct surveys and analyzed respondents' perceptions of administrative data utilization. The 'Human Rights Status Survey Questionnaire Development Study' proposed ways to construct a questionnaire that is easy to understand and allows accurate responses by considering respondents' cognitive processes during the development of new human rights statistics.
Jeon Young-il, Director of the Statistics Development Institute, said, "At this time when opportunities for data-driven national policy formulation are increasing through the legislation of the Data 3 Act, we will continuously innovate high-quality research and development for the utilization of data-driven economic and social policies."
