Yongin City Operates 'Communication Council' for Large-Scale Development Projects Near Residential Areas
[Asia Economy (Yongin) = Reporter Lee Young-gyu] Yongin City in Gyeonggi Province is significantly strengthening communication channels between residents and project implementers regarding large-scale development projects near residential areas.
Yongin City announced on the 18th that it has established the "Development Project Communication Council Operation Standards," which includes residents and representatives of implementers to reflect local residents' opinions on large-scale development projects near residential areas, and has been implemented since the 15th.
The communication council will play a role in preventing conflicts with local residents caused by insufficient prior communication during large-scale projects such as district unit plans or urban development projects.
The council applies to district unit plans and urban development projects proposed by the private sector, where there are residential areas with 10 or more households within 200 meters of the project boundary or residential areas sharing access roads of two lanes or less within 1 km.
However, even for new projects proposed before the 15th, the operation standards of the communication council will be applied if the mayor deems it necessary.
The council is composed of up to two resident representatives per residential area, up to two city hall representatives, and up to three implementer representatives. If there are more than three residential areas, one representative per residential area will be included.
The council meetings will be held at least twice, and if conflicts arise, additional meetings of three or more will be held to mediate the conflicts.
If disagreements are not resolved despite the communication council meetings, related information will be provided during deliberations by bodies such as the Urban Planning Committee to be used as reference materials.
A city official stated, "Large-scale developments affecting local residents' living environment or property rights have caused serious complaints due to lack of communication, so we decided to operate the council," and emphasized, "We will do our best to minimize conflicts through active communication."
