President Moon urges 'Regulatory Reform and Data Utilization'... Blue House: "All Ministries Focused on Overcoming Economic Crisis"

View original image[Asia Economy Reporter Son Sunhee] President Moon Jae-in urged ministers attending the Cabinet meeting on the 12th to accelerate 'regulatory innovation' and to make greater efforts in data utilization, the Blue House announced.
Yoon Jae-kwan, Deputy Spokesperson of the Blue House, conveyed in a written briefing that President Moon said, "Although we are accelerating regulatory innovation through regulatory free zones and regulatory sandboxes, it is necessary to push forward with work at a faster pace and strengthen communication such as promotion so that the improved contents can be well utilized by industries and the field." The President also ordered, "Under the premise of personal information protection, please make more efforts in the data utilization sector so that accumulated data can be used for the benefit of the people."
At the Cabinet meeting that day, the 'Partial Amendment Ordinance of the Organization of the Ministry of SMEs and Startups and Its Affiliated Agencies,' which extends the duration of the Regulatory Free Zone Planning Team, a temporary organization established to promote regulatory special cases for new products and services using new technologies, by two years, and the 'Partial Amendment Ordinance of the Enforcement Decree of the Framework Act on Health and Medical Services' for effective health and medical surveys were deliberated and approved.
Deputy Spokesperson Yoon added, "By emphasizing once again during the resolution process of the Cabinet agenda the matters highlighted in the special speech on the 3rd anniversary of the inauguration on the 10th and the opening remarks on this day, the government urged all ministries to focus their capabilities even more on overcoming the economic crisis."
In addition, the Cabinet deliberated and approved presidential decrees including ▲ the promulgation of the Partial Amendment Act of the Restriction of Special Taxation Act ▲ the promulgation of the Partial Amendment Act of the Criminal Act ▲ the promulgation of the Partial Amendment Act of the Act on Special Cases Concerning the Punishment of Sexual Crimes ▲ the promulgation of the Partial Amendment Act of the Act on the Regulation and Punishment of Criminal Proceeds Concealment ▲ the promulgation of the Partial Amendment Act of the Act on the Protection of Children and Juveniles Against Sexual Abuse ▲ the Partial Amendment Ordinance of the Enforcement Decree of the Act on the Use and Provision of Social Security Benefits and the Discovery of Beneficiaries, as well as general agenda such as the designation of ambassadors extraordinary and plenipotentiary.
The promulgation of the Restriction of Special Taxation Act is a follow-up measure decided at the 4th Emergency Economic Meeting on the 8th of last month. It raises the income deduction rate to 80% for credit card, check card, and cash receipt usage amounts between April and July, and allows individual business owners or corporations to receive a 1% tax credit on the amount prepaid for goods and services from small business owners. This is a measure to stimulate the domestic market hit by the COVID-19 pandemic.
Legislation to severely punish digital sex crimes known as the so-called 'Telegram n-room case' and to protect victims was also approved. Deputy Spokesperson Yoon said, "We hope this will be an opportunity for the principle of 'severe punishment and thorough protection' to firmly take root in our society," adding, "The government will support victims to the end and further systematize victim support such as the rapid deletion of illegal videos and prevention of damage caused by secondary and tertiary distribution."
Other items deliberated and approved included a special law to support Korean workers of the U.S. Forces Korea who are on unpaid leave and the 'Partial Amendment Ordinance of the Enforcement Decree of the Korea Development Bank Act' for managing and operating the period industry support fund.

Meanwhile, President Moon appointed private experts supporting government diplomatic activities as ambassadors extraordinary and plenipotentiary. Cho Young-sook, head of the International Solidarity Center of the Korean Women's Associations United, was appointed as 'Gender Equality Ambassador'; Moon Hyung-gu, Professor Emeritus of the Department of Business Administration at Korea University, as 'Anti-Corruption Cooperation Ambassador'; and Cho Hong-sik, Professor at Seoul National University Law School, as 'Environmental Cooperation Ambassador.'
