View original image[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Lee Chang-woo) will implement the ‘2020 Summer Comprehensive Measures’ for five months from the 15th to October 15th to ensure the safe living of residents.
This comprehensive plan is promoted in four areas?▲heatwave measures ▲flood control measures ▲safety measures ▲health measures?to prevent various disasters and safety accidents that are likely to occur during the summer in advance.
◇Focused Protection of Vulnerable Groups Against Heatwaves and Prevention of Safety Accidents
The district has organized a Disaster Safety Countermeasures Headquarters in preparation for summer heatwaves and will enter a 24-hour emergency duty system when situations arise.
First, 130 disaster helpers composed of senior customized care life supporters and volunteers will be linked with about 1,058 elderly people who need health management and safety checks, making daily phone calls and conducting home visits when a heatwave is issued.
Additionally, ion drink powder and cool scarves, which can be consumed in emergencies such as dehydration, will be provided to high-risk health management targets. Health consultations and heatwave damage prevention education will be conducted by visiting 32 senior centers.
Moreover, by installing cooling fog above booths in Noryangjin Cupbap Street to alleviate the urban heat island phenomenon and operating ‘Smart Clean Air Shelters’ equipped with cooling facilities on sidewalks, Dongjak-gu is taking the lead in creating a pleasant and cool environment.
◇Thorough Flood Control Measures
The district has designated the period until October 15th as the flood and water disaster countermeasure period and is operating the Flood and Water Disaster Safety Countermeasures Headquarters and promoting safety management in preparation for floods and water disasters.
The Disaster Safety Countermeasures Headquarters consists of 52 members in 13 teams centered on the district mayor and will enter a step-by-step emergency duty system when situations occur.
To prevent flood damage in the Dorimcheon riverside, thorough preparations are made for river flooding situations through CCTV, early warning broadcasts, and electronic message boards. At access roads, a smart remote control blocking system, which facilitates access control during sudden heavy rain, will be additionally installed at three sites, increasing from the existing six.
Furthermore, the ‘Flood-vulnerable Household Care Service’ operates by sending disaster messages to 789 households, providing guidance calls and visits, damage checks, and recovery support. The ‘Rainwater Drain Management Responsibility System,’ composed of public officials, sanitation workers, and residents, is operated to thoroughly remove rainwater drain covers and conduct patrols.
There are plans to conduct comprehensive inspections and maintenance of six rivers and rainwater pumping stations as well as public and private construction sites such as redevelopment and reconstruction.
◇Safety Measures Prioritizing Residents in Daily Life
By September, the district will conduct joint inspections and patrols with external experts at six apartment construction sites and two sites planned for relocation and demolition.
Additionally, dangerous retaining walls in Sadang-dong, Noryangjin-dong, Heukseok-dong, and Sangdo-dong are designated as disaster-vulnerable facilities and managed. Frequent inspections will be conducted at 30 small and medium excavation sites and eight large construction sites.
During periods of heavy rain, 13 cultural heritage sites and traditional temples such as Yongyangbongjeong, Dalmasa, and Sajam, as well as 15 traditional markets, will be inspected.
Efforts will also be made for waste disposal and cleanliness management during the summer. Collected garbage will be guided to be promptly transported and removed to resource recovery facilities and landfills on the same day, and cleaning areas for sanitation workers will be designated and operated by main and branch roads.
◇Strengthening Health Measures Including Infectious Disease Response Team Operation and Food Hygiene Inspections
To prevent food poisoning, which is likely to occur in summer, inspection teams composed of two people will be formed to conduct regular inspections of 318 food hygiene establishments.
Public vulnerable facilities such as Noryangjin Fish Market and rainwater pumping stations will be regularly disinfected, and meticulous guidance and inspections of food hygiene establishments will be carried out to ensure safe food supply.
