Jeonnam Province Holds 14th Public-Private Governance Meeting for Yeosu Industrial Complex
Concrete Measures to Establish Civil Environmental Monitoring Centers and More Decided
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province announced on the 8th that it held the 14th meeting of the ‘Yeosu National Industrial Complex Public-Private Cooperation Governance Committee’ on the 7th and decided to prepare concrete measures for the installation of a private environmental monitoring center.
The meeting, held at the Korea Construction Living Environment Testing & Research Institute in Yeosu National Industrial Complex, was attended by about 20 committee members including resident representatives, social organizations, administrative agencies, experts, and company officials.
The meeting mainly discussed the master plan for conducting environmental status surveys around the Yeosu National Industrial Complex, resident health epidemiological surveys, risk assessment research services, and the installation plan for the private environmental monitoring center in detail.
The master plan for the commissioned research discussed was based on two commissioned task orders, including the environmental status survey around the Yeosu Industrial Complex, which was tentatively agreed upon by the governance committee. The main content dealt with the proposal bidding announcement and evaluation plan for selecting the research service provider.
The proposal evaluation committee will consist of 15 members including the chairman, with 5 recommended by resident representatives, 3 from related administrative agencies, and 7 recommended by the governance committee.
In particular, regarding the installation of the private environmental monitoring center, which has been continuously requested by the Pan-Governmental Committee, Jeonnam Province proposed expanding the operation of the currently operating fine dust private environmental monitoring team along with expanding joint public-private inspections.
In response, the governance committee decided to propose the installation of the private environmental monitoring center to the Ministry of Environment under the name of the governance committee and to review specific measures such as enacting ordinances to establish legal grounds.
Additionally, governance committee members, including resident representatives, pointed out the severe shortage of inspection personnel to properly manage the pollutant-emitting businesses in the Yeosu National Industrial Complex and requested Jeonnam Province and Yeosu City to prepare measures to increase personnel under the name of the governance committee.

Meanwhile, the next 15th meeting is scheduled for the 28th, where the master plan for the commissioned research and the extension of the governance committee’s operation period will be discussed as agenda items. Furthermore, the installation plan for the private environmental monitoring center, recommendations containing the governance committee’s agreements, and measures to increase environmental management personnel will also be reviewed.
