President Moon Likely to Appoint Koo Yoon-chul, 2nd Vice Minister of Strategy and Finance, as New Head of the Office for Government Policy Coordination
[Asia Economy Reporter Kwangho Lee] It has been reported that President Moon Jae-in will appoint Koo Yoon-cheol, the 2nd Vice Minister of the Ministry of Economy and Finance, as the new Chief of the Office for Government Policy Coordination on the 8th. Choi Chang-won, the Director of the Economic Coordination Office, is likely to be appointed as the 1st Vice Chief of the Office for Government Policy Coordination, and Moon Seung-wook, the Deputy Governor for Economy of Gyeongsangnam-do, is expected to be appointed as the 2nd Vice Chief.
According to ruling party sources and officials in Sejong, President Moon is expected to appoint Vice Minister Koo, who is regarded as an expert in budget and finance, as the minister-level Chief of the Office for Government Policy Coordination in the afternoon. This will be the first minister-level appointment since the April 15 general election. However, a large-scale cabinet reshuffle is not anticipated.
Vice Minister Koo is from Daegu and graduated from Daegu Yeongshin High School and Seoul National University with a degree in Economics. He then earned a master's degree in Public Policy from the University of Wisconsin in the United States. Afterwards, he completed a doctoral program in Business Administration at Chung-Ang University.
After passing the 32nd Administrative Examination and entering public service, he mainly handled budget-related tasks. He worked in the Budget System Division during the Ministry of Finance and Economy era, and after it was reorganized into the Ministry of Economy and Finance, he served as the Social Budget Officer, General Budget Officer, and Director of the Budget Office. During the Roh Moo-hyun administration, he also worked at the Blue House for a considerable period.
He held positions such as Administrative Officer (Grade 3) at the Presidential Secretariat's National Situation Room, Administrative Officer at the Personnel Office, Personnel System Secretary, and Director of the National Situation Room. During the Lee Myung-bak administration, he also served as a Senior Advisor at the Inter-American Development Bank (IDB). Despite being from the Daegu-Gyeongbuk (TK) region, he was appointed as the 2nd Vice Minister of the Ministry of Economy and Finance, overseeing the national budget under the current administration, which is known to reflect President Moon's trust in his capabilities.

Additionally, Choi is expected to be promoted internally to the 1st Vice Chief of the Office for Government Policy Coordination, and Moon Seung-wook is the likely candidate for the 2nd Vice Chief. Moon, a former official from the Ministry of Trade, Industry and Energy, has assisted Governor Kim Kyung-soo of Gyeongsangnam-do since 2018.
