Gyeonggi Office of Education to Eliminate 'Paper Blueprints' in School New Construction and Expansion Bids
[Asia Economy (Suwon) = Reporter Lee Young-gyu] The Gyeonggi Provincial Office of Education has decided to establish a 'digital evaluation system' for school new construction and extension design competitions.
Until now, to participate in design competitions for new construction and extensions of kindergartens, elementary, middle, and high schools, participants had to submit 15 sets of drawings including basic design plans, layout plans, architectural plans, technical plans, and other plans within 13 A3-sized sheets. Considering there are 7 judges, this meant about 90 sheets of drawings were required per participant.
The Gyeonggi Office of Education decided to reduce paper usage throughout the entire design competition process to address excessive paper consumption, reduce the burden on companies, and strengthen public relations and administrative services.
This year, the Gyeonggi Office of Education reduced the amount of submitted drawings to 50% of the previous volume (within 6 design sheets) and standardized submissions to black-and-white prints. Furthermore, they plan to completely abolish paper-based competitions by 2022.
Additionally, the Gyeonggi Office of Education diversified the design competition judges from the previous '6 professors and 1 public official from other cities/provinces' to '3 teachers, 2 architects, and 2 educational facility experts.'
The design competition methods were also expanded to include restricted competitions (for emerging architects under 45 years old) and proposal competitions (which focus on evaluating the designer's experience and capabilities) alongside the general competition.
Shin Hyun-taek, head of the Facilities Division at the Gyeonggi Office of Education, stated, "We will support diversifying architectural designs by expanding opportunities to participate in design competitions and operate educational facility projects transparently and fairly."
