Seoul City Councilor Jeong Ji-gwon, Amendment to Ordinance for Enhancing Citizen Convenience at City Bus Stops
Expansion of City Bus Stopping Zones, Maintenance of Street-side Flower Beds within Stopping Zones, and Installation of Bus Stops for Extreme Heat and Cold Conditions
[Asia Economy Reporter Jong-il Park] Seoul Metropolitan Council member Jeong Ji-gwon (Democratic Party, Seongdong 2) proposed the "Partial Amendment to the Ordinance on the Maintenance and Management of Seoul City Bus Stops, etc." to enhance the convenience and safety of citizens using city buses.
Subsequently, the ordinance was submitted to and passed at the 293rd Seoul City Temporary Assembly plenary session held in April.
This amendment prioritizes the convenience and safety of citizens using roadside bus stops by realistically expanding the stopping range of roadside stops, establishing standards for installing and operating stops that can avoid extreme heat and cold, and including "roadside flower beds" among the facilities restricted within the stopping range.
The expansion of the city bus stopping range changes the current regulation from "within 10m" from the bus sign or boarding area to "within 20m," which can contribute to preventing safety accidents during boarding and alighting and securing pedestrian rights around the stops, thereby improving citizen convenience.
Also, within the "within 20m" range, the installation of facilities that obstruct boarding and alighting is restricted, which will greatly improve the city bus usage environment.
The installation of stops that can avoid extreme heat and cold is currently being promoted as a pilot project by Seoul City and autonomous districts, and since one of the inconveniences citizens feel when using public transportation is climate conditions, this will significantly enhance the convenience of public transportation use for citizens.
By adding "roadside flower beds" to the list of facilities prohibited within the stopping range of stops, it aims to prevent citizens boarding and alighting from buses that cannot stop at the stop from jumping down onto already installed flower beds or dangerously passing between the flower beds and the bus. Approximately 20m from the stop will have flower beds removed and sidewalks installed, enabling safer boarding and alighting conditions.
Through this ordinance amendment, Seoul City has established the basis for improving roadside city bus stops and maintaining the surrounding area for citizen convenience and safety. The improved city bus stops and their surrounding areas are expected to greatly enhance the convenience of public transportation use for citizens.

Council member Jeong Ji-gwon stated, "Residents of Seongdong-gu have personally requested me to improve the inconveniences they experienced while using city buses. After personally verifying this, I realized that this issue is not only an inconvenience for Seongdong residents but for all Seoul citizens, so I reflected it in the ordinance." He also urged the relevant Seoul City departments to make efforts to promptly resolve inconveniences related to city bus stops simultaneously with the ordinance amendment.
