Seongnam-si Introduces 'Big Data' for COVID-19 Response
[Asia Economy (Seongnam) = Reporter Lee Young-gyu] Seongnam City in Gyeonggi Province has introduced big data-based real-time floating population analysis technology to efficiently respond to 'COVID-19'.
On the 1st, Seongnam City announced that it collaborated with SK Telecom to integrate a floating population analysis service into the 'Administrative Data Sharing and Utilization System.' Earlier in January, the city established the administrative data sharing and utilization system by using public information in three areas?resident registration population, civil complaints, and taxation?and private information in two areas?card company sales data and mobile carrier floating population data.
This technology uses mobile phone and base station information to update every five minutes data on how many people, categorized by gender and age, gather and move around various locations in the Seongnam area.
Places with a high current population in real-time are displayed in dark red, and locations where the population has increased the most in the past three hours are visualized in dark green.
The city explained that since the data cannot identify individuals, there is no concern about personal information infringement.
Using this service, the city plans to establish quarantine measures focusing on areas with high population density and set disinfection routes to implement 'pinpoint' quarantine.
Additionally, as social distancing measures are eased and various facilities open or events are held, the city will visit sites showing unusual floating population data to promote everyday social distancing and proactively block factors that could cause cluster infections.
The city will also utilize this for comprehensive livelihood stabilization measures to overcome COVID-19.
By analyzing floating population at the alley level, commercial district analysis, and card company sales data, the city will identify and support store merchants in social safety net blind spots and assist with joint marketing for alley commercial districts.
A city official explained, "The administrative data sharing and utilization system combined with the real-time floating population analysis service will provide scientific evidence for policy establishment for citizens and further enhance the perceived quality of administrative services."
