Post-COVID R&D Response: "Research Industry Promotion Act Needed"
[Asia Economy Reporter Junho Hwang] Jeong Byeong-seon, the 1st Vice Minister of the Ministry of Science and ICT, emphasized the enactment of the Research Industry Promotion Act to respond to the post-COVID-19 era. He stated that related laws need to be revised to establish a collaborative research and development ecosystem.
On the 28th, Vice Minister Jeong held a meeting to promote the research industry at the experimental analysis facility of BioToxTech Co., Ltd., a specialized non-clinical CRO (Contract Research Organization), together with representatives of research industry companies, related associations, and research industry experts.
The attendees expressed the need for joint research and development among companies to respond to the post-COVID-19 era. In particular, they emphasized the necessity of cooperative projects between R&D specialized companies and small and medium-sized enterprises (SMEs) to support the poor R&D environment of SMEs, and stated that legal systems are needed for this purpose.
Currently, the legal basis for fostering and supporting the research and development service industry is partially reflected in the Special Act on Support for Science and Engineering Fields. However, there is a view that an independent bill is needed to advance the research industry ecosystem and to carry out necessary projects during crises such as COVID-19.
Regarding this, Vice Minister Jeong responded that starting next year, related projects will be expanded, including the launch of a new R&D voucher program utilizing research industry companies to activate cooperative activities in the private R&D field through fostering specialized R&D companies. He also added that efforts will be made to enact the 'Research Industry Promotion Act' proposed last year.

Vice Minister Jeong stated, "The research and development service industry, which seeks new opportunities and momentum even amid the COVID-19 situation, is an important industry for creating high-quality jobs and improving R&D productivity," and added, "We plan to continuously explore cooperation methods among the private sector, government-funded research institutes, and universities so that the research industry does not remain confined to the domestic market but becomes globalized."
