Ministry of Education Legally Regulates Exam Participation of Disqualified Teacher Candidates
[Asia Economy Reporter Hyunju Lee] Legal regulations will be imposed to restrict the eligibility of disqualified candidates from taking teacher employment exams.
The Ministry of Education announced on the 28th that the Cabinet meeting held on the same day reviewed and approved the amendment to the "Education Public Officials Appointment Decree," which includes such provisions.
Currently, although announcements for exams indicate that disqualified candidates may be restricted from taking the exam, there is no legal enforceability, which has limited the prevention of disqualified candidates from registering for the exam. Disqualified candidates refer to those who have reasons for disqualification or restrictions on employment under the Education Public Officials Act or other laws. This amendment is expected to prevent cases where candidates who could have passed as the next in line are unfairly eliminated in advance.

Additionally, in accordance with support for persons with disabilities, accommodations such as height-adjustable desks or permission to use the restroom during exams are provided to pregnant candidates who submit medical diagnosis (opinions), but the legal regulations regarding the handling of medical diagnosis documents are insufficient and will be revised. Furthermore, regarding the implementation of teacher employment exams, the amendment will establish a legal basis for metropolitan and provincial offices of education to jointly conduct the exams and entrust the Korea Institute for Curriculum and Evaluation with test creation and grading.
