[Asia Economy Reporter Lee Hyun-joo] In response to the first-ever online school opening, enhanced digital sex crime prevention education will be implemented. This is to raise awareness of sexual rights and prevent further harm during remote classes, following the recent Telegram digital sex crime incident.
The Ministry of Gender Equality and Family and the Ministry of Education announced on the 8th that they will propose the "7 Safety Rules for Preventing Digital Sex Crimes" for children, adolescents, and their guardians to use, and strengthen school prevention education to eradicate digital sex crimes.
On the same day, Minister Lee Jung-ok of the Ministry of Gender Equality and Family met with Seoul Metropolitan Office of Education Superintendent Cho Hee-yeon to deliver the safety rules and requested cooperation to actively utilize them in elementary, middle, and high schools within the jurisdiction. The safety rules for children and adolescents to prevent digital sex crimes include not posting or sending personal information about oneself or others, and not taking or sending photos or videos without others' consent. The guardian rules include taking an interest in children and adolescents' online activities and having sufficient conversations, informing them about the risks of digital sex crimes such as synthetic sexual images, and assuring them that they are not at fault if they become victims.
Before and after the online school opening for elementary, middle, and high schools, the Ministry of Gender Equality and Family will provide digital sex crime prevention education content to schools at all levels through city and provincial offices of education, and requested the Ministry of Education to conduct legally mandated sexual violence prevention education early in the first half of the year. In the second half, they plan to cooperate with city and provincial offices of education to conduct sexual rights education and visiting digital sex crime prevention education. Additionally, they will continuously develop and distribute gender equality education programs and materials based on gender sensitivity for students and teachers, aiming to increase practical use in the field.
Earlier, after the 6th New Semester Opening Preparation Task Force meeting, the Ministry of Education stated, "If a student infringes on a teacher's educational activities during remote classes, measures against the offending student and protection measures for the victimized teacher will be taken according to laws and regulations," adding, "Offending students may be subject to community service, suspension of attendance, and other measures."

The Ministry of Education also plans to strengthen digital sex crime prevention in training education for teachers. Minister Lee emphasized, "It is necessary to change social systems and adopt new policy approaches suited to the digital environment to prevent children and adolescents, who have high accessibility to digital devices, from being exposed to the risk of sex crimes." Deputy Prime Minister and Minister of Education Yoo Eun-hye said, "To fundamentally prevent digital sex crimes and protect students, we will improve awareness through effective prevention education and respond strictly when incidents occur."
