Gangbuk-gu Strengthens Management of Foreigners in Self-Quarantine with Dedicated System Operation

[Asia Economy Reporter Park Jong-il] Gangbuk-gu (District Mayor Park Kyum-soo) is strengthening management through the ‘Dedicated Personnel System for Foreigners in Self-Quarantine’ as all overseas arrivals have been designated as subjects for self-quarantine.
The dedicated personnel system is an expansion of the self-quarantine task force, which has been in operation since February, to include foreigners. This measure aims to detect unauthorized departures of quarantined individuals at an early stage.
To this end, the district has formed a team of dedicated personnel composed of volunteer foreign teachers in the area and private interpreters affiliated with the National Police Agency. It is expected that smooth communication will help identify difficulties faced by foreign quarantined individuals in advance, minimizing blind spots in the operation process.
The task force performs ▲ one-on-one monitoring of quarantined individuals ▲ consultation on difficulties ▲ guidance on living rules ▲ and frequent surprise inspections.
Recently, during this process, an unauthorized departure by quarantined individuals was immediately detected, and swift follow-up measures were taken. The individuals who left without permission were a Vietnamese couple who entered the country on the 1st and reported self-quarantine but took a taxi and moved arbitrarily to Gimhae City, Gyeongnam Province.
The district, together with private interpreters, identified the unauthorized individuals’ travel routes and registered addresses, notifying the relevant health center and police station, thereby preventing the possibility of secondary local infections in advance. Currently, their names have been reported to the Ministry of Justice for measures such as forced deportation.

Park Kyum-soo, Mayor of Gangbuk-gu, said, “Although it is difficult and painful, compliance with self-quarantine obligations is a social promise not only for the individual but for all of us,” adding, “If violations such as unauthorized departure from the residence are discovered, we will strictly respond according to the government’s zero-tolerance policy.”
