The Korean Bar Association Urges the National Assembly to Enact Legislation to Eradicate Digital Sex Crimes Including the 'n-bunbang' Case
[Asia Economy Reporter Seongpil Cho] The Korean Bar Association (President Lee Chan-hee) urged the National Assembly on the 31st to make substantial amendments and enact new laws to eradicate digital sex crimes.
In a statement issued that day, the Bar Association said, "There are limits to only post-facto punishment to eradicate the sharing of sexually exploitative videos and acts such as humiliating acquaintances occurring on Telegram and similar platforms."
The Bar Association pointed out, "Although operators of Telegram's Nth Room, such as Jo Joo-bin and 'Watchman,' have been arrested, a significant number of the 260,000 participants are moving to other platforms," adding, "Current laws and systems cannot prevent the emergence of second and third 'Doctors' or 'Watchmen.'"
It continued, "Many people petitioned for legislation following the Telegram Nth Room case, but the National Assembly recently only strengthened penalties for deepfakes in the amendment to the Sexual Violence Punishment Act," emphasizing, "Proactive and effective legislation is necessary."
Specifically, the Bar Association mentioned ▲ strengthening public regulation of domestic and international internet service providers ▲ establishing new legal provisions to cover the complex and diverse types of crimes occurring online ▲ introducing regulations for disclosure of personal information, probation, mandatory education, and electronic device attachment for producers, distributors, and possessors of sexually exploitative videos ▲ and introducing punitive damages systems to restore victims and prevent secondary harm.

The Bar Association stated, "We urge effective legislation to prevent the recurrence of sexual exploitation incidents on Telegram," and added, "The Bar Association will do its best to protect the human rights of women, children, and adolescents and provide legal support to victims."
