If Not Gross Negligence, 'Exemption'... Daejeon City Encourages Proactive Administration Among COVID-19 Officials
[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City is encouraging proactive administration by public officials in handling the damage caused by the novel coronavirus infection (COVID-19).
On the 30th, the city announced that it plans to broadly apply immunity on the premise that there is no gross negligence, so that public officials in charge of COVID-19 relief work can handle tasks quickly and decisively.
This immunity will be applied across all related tasks in areas such as support for small and medium-sized enterprises and small business policy funds, support for affected industries, emergency welfare for vulnerable groups, and COVID-19 quarantine response, as long as individual public officials do not commit serious negligence such as pursuing personal gain.
This is intended to provide a basis for prioritizing swift response to overcome the national crisis without delay by not being bound by existing regulations and manuals.
Conversely, the city explained that if passive administration occurs during the economic crisis recovery and quarantine response processes due to reasons such as "there is no precedent" or "regulations are insufficient," it will respond firmly through audits.
The city also plans to strictly discipline public officials who leak illegal information related to COVID-19 or violate quarantine-related rules such as social distancing.
