View original image[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Seo Sam-seok, the Democratic Party candidate for Yeongam, Muan, and Sinan, officially announced his candidacy for the April 15 general election through candidate registration on the 26th, declaring his challenge for re-election as a member of the National Assembly.
Candidate Seo said, “I will approach the election with gratitude to local governments, healthcare workers, and residents who are working on the front lines to overcome COVID-19, while paying attention to health and safety,” and appealed, “Please unite your strength with the Democratic Party so that the Moon Jae-in administration, which has taken the lead in significantly increasing Jeonnam’s budget and supporting local long-standing projects, can succeed as a reform-oriented government for the people.”
Seo emphasized, “Despite a short legislative activity period of less than two years, I have been the only member among Jeonnam and Gwangju lawmakers to attend 100% of plenary sessions and standing committee meetings, demonstrating diligent legislative activity,” and added, “I contributed to opening the era of a 7 trillion won national budget for Jeollanam-do in 2020 by serving as a member of the Budget and Accounts Committee for two consecutive years in 2018 and 2019.”
As concrete achievements in advancing long-standing projects, he secured project funds for the Muan International Airport runway extension project, which had not progressed even 1 meter in 11 years; secured funds for Heuksan Airport to guarantee basic rights for island residents; obtained budgets of 45.3 billion won for five sites in 2018 and 109.7 billion won for 13 sites (including four ports of call) in 2019 through the Fishing Village New Deal 300 public contest project; and ensured the smooth progress of the Daebul Industrial Complex, designated as a youth-friendly industrial complex in 2018.
Candidate Seo proposed major legislative pledges such as establishing a ‘Senior Department’ to respond to the aging rural population, creating a ‘Quarantine Department’ to build an integrated permanent epidemic prevention system, and enacting the ‘Special Act on Supporting Rural Areas Facing Extinction.’
As practical measures, he stated, “I will introduce the ‘Minimum Price Guarantee System for Agricultural Products’ and the ‘Salt Price Guarantee System’ to ensure production cost coverage; implement a public interest-type direct payment system in agriculture balanced with a ‘Public Interest-type Fisheries Direct Payment System’ and a ‘Public Interest-type Forestry Direct Payment System’; and strive to establish dedicated departments for medical, health, and safety for farmers and fishermen within the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Oceans and Fisheries, as well as establish regional public medical universities.”

Seo Sam-seok said, “I will cooperate with local governments and regional cooperatives to achieve the best results in promoting regional development projects such as the early completion of the second phase of the Honam High-Speed Railway KTX passing through Muan Airport, revitalization of the Yeongam Daebul Industrial Complex and diversification of industries to enhance utilization of the F1 racetrack, and construction of Heuksan Airport in Sinan,” and appealed, “Please give me another chance to complete the livelihood tasks that I could not accomplish during the short legislative period of less than two years.”
