Haenam-gun Emergency Support for Vulnerable Groups Hit by COVID-19
Additional Coupons Provided for Basic Livelihood Security Recipients, Lower-Income Groups, Child Allowance, and Senior Job Programs

View original image[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Haenam-gun, Jeollanam-do (Governor Myeong Hyeon-gwan) announced on the 20th that it is significantly expanding support for vulnerable groups to overcome COVID-19.
Haenam-gun secured approximately 4.19 billion KRW in national government funds to support low-income groups in response to COVID-19, following the confirmation of the government's supplementary budget for COVID-19 spread control.
Accordingly, in addition to the existing welfare benefits, coupons will be provided to basic livelihood security recipients, legally defined near-poverty groups, and child allowance recipients.
Job coupons that provide additional wages will also be given to elderly job participants. The coupons will be issued as Haenam Love Gift Certificates, which can be used within the region.
Basic livelihood and medical aid recipients will receive consumption coupons of 220,000 KRW per month for a two-person household over four months, while basic housing and education aid recipients and near-poverty groups will receive 170,000 KRW per month for a two-person household. The amount may vary depending on the number of household members.
Child allowance recipients will be provided with special care coupons amounting to 400,000 KRW per person for four months through their local town or township offices.
Job coupons for elderly job participants who receive 30% of their monthly wages in local gift certificates will receive an additional 20% of their monthly wages, totaling 236,000 KRW over four months, paid in Haenam Love Gift Certificates.
The county plans to issue the coupons as Haenam Love Gift Certificates usable within the region and is swiftly proceeding with administrative procedures aiming for early implementation in early April.
Additionally, the emergency welfare support system will be expanded to recognize income or property losses caused by the COVID-19 situation as a crisis.
Emergency welfare support targets households with a median income of 75% or less (1 person: 1.31 million KRW, 4 persons: 3.56 million KRW), property of 101 million KRW or less (rural areas), and financial assets of 5 million KRW or less. Selected recipients can receive livelihood support of 1.23 million KRW for a four-person household and medical expenses up to 3 million KRW.
