Gwangju Nam-gu to Restrict New Childcare Center Approvals
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) announced on the 19th that it will restrict the approval of new daycare centers within the district.
This decision comes after analyzing the supply and demand status of daycare centers in the district, which revealed that as of the end of last year, the capacity of daycare centers significantly exceeds the number of infants and toddlers in the area.
As of December 31 of last year, there were 140 daycare centers and 42 kindergartens in Nam-gu.
The total capacity of these facilities was analyzed to be 7,000 infants and toddlers for daycare centers and 4,855 for kindergartens, totaling 11,855.
On the other hand, the number of infants and toddlers in the district as of the end of last year was 9,456, with 5,316 attending daycare centers and 4,140 attending kindergartens.
The capacity of childcare facilities in the district exceeds the actual number of infants and toddlers using these facilities by 2,339.
Accordingly, Nam-gu has decided to restrict the approval of all new daycare centers except in cases where installation is legally mandated under the Infant and Toddler Care Act or permitted according to the Ministry of Health and Welfare guidelines.
Facilities allowed new approval under the Infant and Toddler Care Act and Ministry of Health and Welfare guidelines include national and public daycare centers, workplace daycare centers, cooperative daycare centers, mandatory daycare centers within apartment complexes, and daycare centers for children with disabilities operated by social welfare corporations.
Additionally, new approval is permitted only for daycare centers that are re-established in the same area after unavoidable closure due to redevelopment or land acquisition.

A Nam-gu official stated, “The restriction on new approvals is to ensure a balanced distribution and appropriate supply of daycare centers within the district,” adding, “We will regulate the supply and demand of daycare centers to provide stable childcare services.”
