National Police Agency and Jangbaljang Bank Sign MOU to Support 'Socially Vulnerable Groups'
[Asia Economy Reporter Lee Gwan-ju] On the morning of the 25th, the National Police Agency and 'Jangbaljang Bank' signed a 'Memorandum of Understanding for the Realization of People-Centered Restorative Justice' at the National Police Agency building in Migeun-dong, Seodaemun-gu, Seoul.
Through this agreement, both organizations agreed to mutually cooperate on ▲ promoting the support contents of Jangbaljang Bank and the systems of the Minor Crime Review Committee and the Guidance Review Committee ▲ discussing legal assistance measures for socially vulnerable groups such as minor and juvenile offenders ▲ exchanging opinions on building a social safety net for socially vulnerable groups.
Jangbaljang Bank is a project operated by the Human Rights Solidarity to change a world where 'poverty is a crime,' named after the protagonist Jangbaljang from Victor Hugo's novel Les Mis?rables. It lends up to 3 million won without collateral or interest to minor heads of households, minors, recipients under the Basic Livelihood Security Act, and lower-income classes who have been sentenced to fines but cannot afford to pay and thus face imprisonment.
Min Gap-ryong, Commissioner of the National Police Agency, said, "As the role of the police has expanded due to the adjustment of investigative authority, we will do our best to realize people-centered 'restorative justice' at the initial police investigation stage."
