Why Did Gangdong-gu Enact the 'Ordinance on the Creation and Operation of Smart Cities'?
Enhancing Urban Competitiveness and Residents' Quality of Life Using Advanced ICT... Legally Ensuring All Residents Can Participate in Smart City Policy Processes
[Asia Economy Reporter Jongil Park] Gangdong-gu (Mayor Jeonghoon Lee) is establishing a legal foundation to advance as a people-centered smart city by enacting the "Ordinance on the Creation and Operation of Smart City in Gangdong-gu, Seoul" in response to the 4th Industrial Revolution era.
The ordinance is scheduled to be promulgated on February 26 and stipulates detailed matters for realizing a smart city in Gangdong.
The main contents include ▲the mayor's responsibilities for creating a smart city ▲establishment of smart city area plans and utilization of infrastructure ▲formation and operation of the Smart City Policy Advisory Committee ▲expansion of opportunities for resident participation such as the working-level council.
Notably, the ordinance legally guarantees opportunities for policy participation by experts and residents. The Policy Advisory Committee is composed of experts from relevant fields and performs roles such as advising on smart city policy research and development, establishing smart city area plans, and seeking ways to activate resident participation.
The working-level council consists of officials in charge from each department and related organizations, discussing and promoting practical matters for the efficient creation and operation of the smart city.
Furthermore, it lays the groundwork for advancing into a people-centered smart city by allowing any resident to participate in the smart city policy decision-making, execution, and evaluation processes.
Gangdong-gu is making continuous efforts in various fields to create a ‘Smart City Gangdong’ that strengthens urban competitiveness and improves residents' quality of life by implementing advanced information and communication technology (ICT) in administrative services, in addition to enacting the ordinance.
Last August, the existing Electronic Information Division was expanded and reorganized into the Smart City Promotion Team directly under the Deputy Mayor, establishing an institutional foundation. Through various services utilizing advanced ICT such as IoT-based residential parking sharing service construction, augmented reality (AR) zoo, mobile healthcare, safety alert services for elderly living alone and severely disabled persons, smart farm exhibition and experience operation, self-developed big data platform, and expansion of public Wi-Fi, the city continues to grow as a smart city.
This year, following the ordinance enactment, a smart city master plan and mid- to long-term roadmap will be established to prepare a systematic promotion strategy, aiming to solve local issues by providing resident-centered smart city services.

Going forward, we will activate participation from residents and experts in various fields to discover and provide smart services that residents can feel, thereby improving their quality of life.”
