Gyeonggi-do Launches Survey on 1 Million Delinquents
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is conducting a fact-finding survey on 1 million local tax delinquents. To this end, the province recently hired 1,858 delinquency management personnel.
The province signed a consignment agreement for delinquent surveys among 31 cities and counties within the province and will begin a fact-finding survey next month on 670,000 out-of-jurisdiction delinquents whose addresses and tax payment locations differ. The handling based on the survey results will be customized according to the nature of the delinquency. For habitual delinquents, strong administrative sanctions such as restrictions on licensed businesses, requests for travel bans, and public disclosure of names will be strictly enforced.
In addition, the province plans to operate a metropolitan delinquency task force jointly with cities and counties to collect delinquent amounts to the end through various collection methods such as seizure and public auction of real estate and vehicles, seizure of deposits, insurance, and wages, and confiscation of vehicle license plates.
For livelihood-type delinquents, prompt write-off assistance will be provided.
The province plans to have the 'Gyeonggi Province Local Tax Deliberation Committee' collectively review write-off targets and notify cities and counties to enable prompt write-offs.
This is to improve the efficiency of delinquent amount management and to relieve the pressure of delinquency on livelihood-type delinquents, supporting their participation as members of society.
Lee Eui-hwan, head of the Tax Justice Division of the province, emphasized, "We will raise awareness about delinquents to prevent unfair situations where sincere taxpayers suffer and induce residents to pay taxes faithfully."

Last year, the province hired 1,262 delinquency management personnel and conducted the first phase of delinquent surveys, collecting 79.5 billion KRW in delinquent amounts. It also identified 1,421 delinquent households in crisis and linked them to welfare, housing, and jobs, supporting 663 of them. Furthermore, it notified the resident registration department of 8,891 persons with unknown addresses and achieved results in organizing taxation data.
