"Eliminating Paper Notices" Ministry of Science and ICT Launches Paperless Project Contest... 200 Million KRW Support Provided
[Asia Economy Reporter Seulgina Jo] The Ministry of Science and ICT announced on the 18th that it will hold a public contest until March for the 'Paperless Promotion Pilot Project,' which allows citizens to easily view paper-based public notices and guidance documents, such as resident tax bills and civil defense training notices, on their smartphones.
Through this project contest, approximately six institutions in the public service sector with high public impact will be selected along with the services subject to electronic notification. Selected institutions will receive up to 200 million KRW in support.
In the future, the Ministry of Science and ICT plans to expand the project scope to the private sector to reduce the social costs associated with issuing and consuming paper documents and to spread the use of electronic documents throughout society.
Detailed information about the contest can be obtained at the project briefing session held by the Korea Internet & Security Agency (KISA) on March 2. It can also be confirmed through the ▲KISA Electronic Contract System website’s support announcement board and ▲Alio bidding announcement board.
Last year, through the pilot project, the Ministry of Science and ICT supported the establishment of a system enabling mobile-based postal notifications and guidance documents for seven administrative and public institutions, including the National Tax Service and the Consumer Agency. They also supported the establishment of a system that allows small business stores such as Gimbap Cheonguk to issue electronic receipts instead of paper receipts through a consortium of private businesses including card companies and VAN companies.

Park Yoon-gyu, Director of the Information and Communication Policy Bureau, stated, “It is now necessary to boldly replace the conventionally issued paper notices with mobile-based methods,” and “We will expand electronic notification support not only in public and administrative services but also in areas closely related to citizens’ daily lives such as finance and distribution, to enhance the public’s tangible benefits and spread electronic notification services throughout society.”
