Jeonnam Province's All-Out Effort to Secure National Funding for the '6+3 Plan'
145 New National Treasury Projects Worth 2.6 Trillion Won Identified
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province has identified 145 new national treasury projects worth 26 trillion won to realize the new millennium vision of Clean Jeonnam Blue Economy and the three core tasks.
According to the province on the 16th, on the 14th, a '2021 National Treasury New Project Discovery Report Meeting' was held with Governor Kim Young-rok and heads of departments attending to propose projects to central government ministries.
Jeonnam Province's 2021 national budget request amounts to 586.9 billion won, and it plans to secure the national budget by developing meticulous step-by-step logic.
To overcome difficult financial conditions, the province will maintain a sound fiscal management policy and focus on discovering projects linked to national tasks, government work reports, and newly announced government policies to secure national treasury budgets.
Especially since there is a parliamentary election this year, the province plans to ensure that regional issues are selected as candidates' pledges, and the three core tasks that will dramatically advance regional development will be pursued with meticulous counterarguments and strategic attraction activities to secure Jeonnam's hosting.
Additionally, a four-step strategy will be implemented to secure the 2021 national budget.
This month is the first stage for project discovery and logic development; from March to May is the second stage for intensive visits and targeting of central ministries; from June to August is the third stage for targeting the Ministry of Strategy and Finance; and from September to December is the fourth stage for intensive targeting at the National Assembly level.
As new projects to realize Governor Kim's core policy of 'Clean Jeonnam Blue Economy,' the 'Blue Energy' sector for building a new energy industry capital includes ▲Establishment of a medium-to-large secondary battery material and component testing and evaluation center (6 billion won) ▲Development of offshore wind power support wharf and hinterland complex (preliminary feasibility study project) ▲R&D and industrialization support for power equipment upcycling (5 billion won) ▲Establishment of an intelligent power equipment reliability evaluation system (4 billion won) ▲Development and demonstration of hydrogen production technology using steel by-product gas (20 billion won), among others.
The 'Blue Tour' sector, a tourist attraction visited by people worldwide, includes ▲Upgrading the coastal tourism road from Goheung to Wando to a national highway (subject to preliminary feasibility study) ▲Inclusion of national and local road construction plans such as Chupo to Bigeum and Ha-ui to Jangsan (subject to preliminary feasibility study) ▲Establishment of the National Island Development Research Promotion Institute (1.5 billion won) ▲Expansion of the 'Islands You Want to Visit' project (8.3 billion won) ▲Construction of the Suncheon branch of the National Folk Museum (10 billion won), among others.
The 'Blue Bio' sector, a biomedical hub, includes ▲Construction of a biohealth convergence knowledge industry center (1 billion won) ▲Demonstration support project for efficacy evaluation of marine healthcare active materials (4 billion won) ▲Smart demonstration support project for biomedical R&D (2 billion won) ▲Construction of seaweed bioactive material production facilities (1.4 billion won) ▲Demonstration support project for fungal food and pharmaceutical industrialization (2.5 billion won), among others.
The 'Blue Transport' sector, the center of the advanced transportation equipment industry, includes ▲Establishment of flight test infrastructure for next-generation personal flying vehicles (3 billion won) ▲Construction of integrated certification and control infrastructure for manned and unmanned aircraft (5 billion won) ▲Establishment of electromagnetic compatibility certification evaluation system for future cars (3 billion won) ▲Construction of ICT-based intelligent personalized mobility system (6.5 billion won), among others.
The 'Blue Agriculture and Fisheries' sector, the mecca of future life industries, includes ▲Creation of a self-sufficient wheat cluster (600 million won) ▲Construction of an eco-friendly agricultural materials industry support center (700 million won) ▲Development project for ICT-based smart agricultural product storage system (1 billion won) ▲Smart livestock quarantine management (1.1 billion won) ▲Creation of a smart yellow croaker aquaculture cluster (2.2 billion won) ▲Support for construction of eco-friendly aquaculture compound feed factory (500 million won), among others.
The 'Blue City' sector, a new-concept smart new city, includes ▲Construction of a smart farm cloud system (2.8 billion won) ▲Support for improving residential environment for young entrepreneurial farmers (1.3 billion won) ▲Project for hydrogen production linked to solar power generation and demonstration infrastructure for hydrogen electric vehicles (5.5 billion won) ▲Expansion of infrastructure for the 2023 Suncheon Bay International Garden Expo (300 million won), among others.
Furthermore, to expand core regional SOC and balanced regional development, projects include ▲Shinan Amhae~Mokpo Yuldo·Dallido~Haenam Hwawon, Yeosu Hwatae~Baegya (continuing, each 30 billion won) ▲Upgrading national highways such as Goheung~Wando ▲Inclusion of the Gwangju~Wando Phase 2 expressway in the national highway plan ▲Inclusion of seven projects such as the Jeolla Line high-speed railway (Iksan~Yeosu) in the national railway network plan ▲Renewal project of Nakpo Wharf at Gwangyang Port (5.9 billion won) ▲Construction of a cruise wharf at Mokpo New Port (plan reflected), among others.
To strengthen customized welfare policies that residents can feel, projects include ▲Establishment of national medical schools such as public health medical universities (2 billion won) ▲Early expansion of dedicated emergency medical helicopter landing pads (3.2 billion won) ▲Support for operation of public postpartum care centers in rural fishing villages (1.1 billion won), among others.
Governor Kim of Jeonnam said, “While discovering many good new projects is important, securing the budget is even more crucial. To reflect the budget as much as possible, we must develop justification and intense logic for each project and persuade central ministries. Jeonnam's future depends on this.”

Meanwhile, starting next month, Jeonnam Province plans to make full-scale efforts by visiting the government Sejong Government Complex to meet with ministers and vice ministers of central ministries, holding meetings with senior officials from the region at the director level or higher, and conducting all-out efforts.
