"War on Illegal Activities"... Gyeonggi-do Attracts Attention with Successive Adoption of Advanced Investigation Techniques
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is promoting the advancement of investigative capabilities by enhancing the digital investigation techniques of special judicial police in cooperation with the police and the National Forensic Service.
Gyeonggi Province will introduce the Electronic Investigation Data Form (E-CRIS), a computerized system of the National Police Agency, within this month. The Electronic Investigation Data Form is a system that replaces the previously handwritten investigation data forms with real-time computerized forms sent online to the National Police Agency. It has the advantage of protecting personal information and reducing administrative workload.
In addition, in cooperation with the National Forensic Service, Gyeonggi Province will be the first local government in the country to operate the Digital Authentication Service (DAS). The Digital Authentication Service is a system where investigators at the investigation site send videos, audio recordings, and photos taken with a dedicated smartphone app to the National Forensic Service authentication server to certify the evidentiary value of the materials.
The province expects that this will increase the neutrality and reliability of digital evidence collected by the province’s special judicial police.
The province will also introduce the National Police Agency’s Crime Record Inquiry System (CRIMS) and the Prosecutor’s Office Digital Evidence Submission System (KD-NET) to improve investigative work methods.
Earlier, the province introduced two investigative techniques last year?digital forensics and an illegal advertising call blocking system?and achieved significant results.
Digital forensics is a technique that analyzes computer hard drives, USBs, black boxes, CCTVs, mobile phones, etc., to prove criminal suspicion. Using this technique, the province analyzed 84 electronic media pieces of evidence in 21 cases across 23 investigative fields including illegal private loans, real estate, social welfare, and fuel subsidies, successfully proving criminal suspicion.
In particular, the province achieved results such as detecting 53 illegal loan operators, including those charging murderous illegal high interest rates exceeding 8000%. It also uncovered 11 suspects involved in social welfare operation corruption who were arrested on charges of embezzling national subsidy labor costs by finding decisive crime clues on mobile phones and computers.
Furthermore, in partnership with domestic mobile carriers, the province introduced the 'Illegal Advertising Call Blocking System,' blocking a total of 1,812 phone numbers. The province introduced this system last year to quickly block phone numbers listed on illegal loan and youth obscene/harmful media flyers distributed on the streets, thereby neutralizing the function of illegal flyers.

Kim Young-soo, Head of the Gyeonggi Province Fair Special Judicial Police Unit, said, "Last year, we achieved results in proving unfair criminal acts through forensic investigation," and emphasized, "Not only existing forensic investigation techniques but also actively adopting excellent investigative systems from external organizations, Gyeonggi Province’s special judicial police will take the lead in creating a fair society."
