Dongdaemun-gu '2020 Resident and Public Official Proposal System' Operation
Continuous Year-Round Submission of Proposals for Improving Various Unreasonable Administrative Systems and Discovering Policy Ideas... Provision of Small Gifts Even When No Innovation Grade Is Assigned to Promote Proposal Activation
[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Yoo Deok-yeol) is operating the "2020 Resident and Public Official Proposal System" to improve various unreasonable administrative systems and to discover policy ideas.
The "Proposal System" aims to discover creative opinions related to the efficiency and cost reduction of administrative systems, administrative services, administrative culture, and administrative operations, with the purpose of realizing communicative administration based on the participation of residents.
The district accepts proposals from residents or employees affiliated with the district office throughout the year until December this year.
To increase the previously low number of resident proposals, low proposal adoption rates, and implementation rates, various revitalization measures will also be newly promoted.
In cooperation with Hankuk University of Foreign Studies, participation of university students in the proposal system will be encouraged, and focused policy idea contests will be held by department.
Also, among the proposals, those submitted to the Proposal Review Committee but not awarded a creativity grade will receive souvenirs, while those awarded a creativity grade will receive the mayor’s commendation and rewards up to 2.5 million KRW. Employees who excel in implementing proposals will also receive rewards up to 300,000 KRW to encourage more active proposal implementation.
Residents or employees wishing to submit proposals can do so via the National Sinmungo system, mail, fax (3299-2619), or by visiting the district office directly.
The district operates the "Proposal Review Working Committee," chaired by the Director of Planning and Budget, and the "Proposal Review Committee," chaired by the Deputy Mayor, to ensure stable support and fair review of submitted proposals. Reviews will be conducted twice a year (once every half year) to determine the creativity grade for each proposal.
