Gwanak-gu, Why Directly Promoting Changes in Personal Local Income Tax Reporting System?
Proactive Tax Administration Centered on Residents in Response to the Changing Tax Environment in 2020
[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) is actively promoting changes and payment methods on its own to support residents' convenience in tax payment, keeping pace with the changing tax environment in 2020, including the change in the personal local income tax reporting system.
Until last year, personal local income tax was reported simultaneously with national income tax at the tax office, but from January 1 this year, income tax must be reported and paid at the tax office, and personal local income tax must be reported and paid separately to the autonomous district.
In early January, the district established a permanent reporting center within the local income tax department of the district office to facilitate tax payment convenience.
Also, personnel in charge of local income tax are currently dispatched to the tax office to assist personal local income tax filers visiting the tax office so that they do not have to revisit the district office, providing convenience.
After the dispatch period ends, a separate personal local income tax report submission box will be installed at the tax office to minimize inconvenience and confusion by allowing residents to report personal local income tax without visiting the district office.
Additionally, after completing income tax reporting on the National Tax Service Hometax, users can connect to the Ministry of the Interior and Safety’s WETAX with one click and easily report and pay personal local income tax without additional authentication. The district is actively promoting the use of this electronic reporting system through its own newspaper, electronic billboards, website, and SNS.
Furthermore, the district is also promoting the method of easily reporting personal local income tax by entering minimal information such as name, resident registration number, address, tax base, and tax amount on eTax operated by Seoul City.
During the comprehensive income tax final reporting period in May, when reporting can be done at either the tax office or the district office, a reporting center will be established and operated on the second floor of the district office to process income tax and local income tax reports together.
In early January, Gwanak-gu reorganized the existing two departments within the Planning and Economic Bureau, ‘Property and Acquisition Tax Division’ and ‘Local Income and Automobile Tax Division,’ into three departments: ‘Property and Acquisition Tax Division,’ ‘Local Income Tax Division,’ and ‘38 Tax Collection Division,’ subdividing tax-related tasks to strengthen expertise and carry out proactive tax administration centered on residents.
