Macrodo, Wonhak Construction, and Daekyung Industry Collude in Bidding for Incheon Airport Expressway... Fine of 17 Million KRW Imposed
[Sejong=Asia Economy Reporter Joo Sang-don] The Korea Fair Trade Commission announced on the 19th that it has decided to issue corrective orders and impose a total fine of 17 million KRW on Macro Road, Wonhak Construction, and Daekyung Industry for colluding on the predetermined winning bidder and bid amounts in the bidding for the replacement of bridge expansion joints and seismic reinforcement (Changneung Bridge) construction on the Incheon International Airport Expressway operated by New Airport Highway.
According to the Fair Trade Commission, Macro Road and Wonhak Construction agreed on the winning bidder and bid amount so that Wonhak Construction could win the bid for the replacement of bridge expansion joints on the Incheon International Airport Expressway announced by New Airport Highway on April 24, 2018. As compensation for this agreement, after winning the bid, Macro Road agreed to supply materials to Wonhak Construction or subcontract part of the construction work.
In fact, Macro Road informed Wonhak Construction of its bid amount, and Wonhak Construction submitted a lower bid to win the contract. Subsequently, Wonhak Construction and Macro Road signed a material supply contract worth about 200 million KRW, fulfilling the compensation for the agreement.
Additionally, Macro Road requested Daekyung Industry to participate as a cover bidder in the bidding for the seismic reinforcement work (replacement of bridge bearings) of Changneung Bridge on the Incheon International Airport Expressway announced by New Airport Highway on May 24, 2018, so that Macro Road could win the bid. Daekyung Industry submitted a bid according to the prearranged bid amount, resulting in Macro Road winning the contract.

A Fair Trade Commission official stated, "This action is significant in that it detected and sanctioned businesses that colluded in bids related to public facilities directly connected to the safety of the public, such as bridges," and added, "The Fair Trade Commission plans to strengthen monitoring of bid collusion in the public safety sector and impose strict sanctions when violations are detected."
