Naju City Operates 'Government Contract Payment Delay Reporting Center'
[Asia Economy Honam Reporting Headquarters Reporter Lee Han-hyuk] Naju City, Jeollanam-do (Mayor Kang In-gyu) announced on the 16th that it will operate a ‘Public Construction Payment Delay Reporting Center’ to establish a fair trade culture by ensuring employment stability for construction workers performing public construction and preventing wage arrears.
Last November, the city enacted and promulgated the ‘Ordinance on Preventing Wage Arrears and Protecting Employment Safety of Construction Workers in Public Construction.’
Accordingly, it has made it mandatory to verify payment to construction workers, construction equipment rentals, and subcontractors for construction contracts over 20 million KRW and service contracts over 10 million KRW, and established institutional measures to prevent payment delays.
The main provisions specified in the ordinance include ▲submission of actual construction worker employment records and construction equipment usage records upon progress payment and completion ▲notification of payment receipt (posted on worker bulletin boards) ▲mandatory notification of payment facts. The city plans to resolve fundamental complaints about payment delays by confirming through the reporting center whether payments received by the primary contractor have been paid to subcontractors and construction workers’ wages.
In particular, with the Lunar New Year holiday approaching, the city has designated the period from the 13th to the 28th as an intensive reporting period to encourage early payment of wages, materials, and equipment fees and to enhance the effectiveness of preventing arrears.

A city official said, “In case of payment delays, please report immediately to the supervising official or contract department, and to ensure employment stability for workers and early resolution of disputes, we ask that employment contracts or lease contracts be definitely prepared.”
