Bucheon City Supports Early Retirement of Grade 5 Emission Vehicles... Up to 30 Million KRW for New Car Purchase and More

View original image[Asia Economy Reporter Park Hyesook] Bucheon City in Gyeonggi Province is implementing support projects such as early scrapping and installation of emission reduction devices to reduce emissions from Grade 5 emission vehicles.
According to the city on the 15th, there are currently about 23,000 Grade 5 emission vehicles registered in Bucheon. If you apply for early scrapping, you will receive support ranging from 3 million to 30 million KRW depending on the vehicle type, including the cost of purchasing a new car.
For installing emission reduction devices, support ranges from 3.26 million to 9.29 million KRW depending on the vehicle type, with 10-17% of the device cost being self-paid. When the device is installed, the vehicle is exempt from the environmental improvement charge and emission inspection during the comprehensive vehicle inspection for three years. However, the exemption from emission inspection applies only to vehicles that pass the performance verification test.
There are four types of systems that restrict the operation of Grade 5 vehicles and impose fines by period and region: emergency reduction measures, Seoul’s Green Transportation Promotion Area, operation restrictions on old diesel vehicles in the metropolitan area, and seasonal fine dust management measures by period and region. Among these, the seasonal fine dust management system is scheduled to be implemented as early as next month after related laws and ordinances are amended.
Owners of Grade 5 vehicles should hurry to apply for emission reduction measures to avoid disadvantages such as fines due to emergency fine dust reduction measures or operation restrictions under the seasonal management system.
Applications can be made by selecting emission reduction methods such as early scrapping or installing emission reduction devices through the vehicle emission grade system website (emissiongrade.mecar.or.kr) or Bucheon City’s Fine Dust Countermeasures Office (fax 050-6124-3512, 3514).
If you apply for emission reduction measures, even if you are caught during an emergency reduction measure enforcement, fines will be deferred in the Gyeonggi area (until November this year), while fines may be imposed in Seoul and Incheon.
Also, Seoul continuously monitors Grade 5 vehicles passing through the Green Transportation Promotion Area (inside Hanyangdoseong). Since November last year, a fine of 250,000 KRW per day is imposed on Grade 5 vehicles that have applied for emission reduction measures or have not taken such measures when passing inside Hanyangdoseong.

There are also Grade 5 vehicles that are always restricted from operating in the metropolitan area regardless of the period. If a Grade 5 vehicle registered in the metropolitan area fails the comprehensive vehicle inspection or does not comply with the emission reduction order, a fine of 200,000 KRW per month will be imposed when operating in the metropolitan area.
