Bucheon City Achieves 'ZERO' Drunk Driving Among Public Officials... Effective Sanctions Including 'Promotion Restrictions'
[Asia Economy Reporter Park Hyesook] Bucheon City in Gyeonggi Province achieved its goal of zero (ZERO) drunk driving incidents among public officials last year.
The city had seen an average of 5 public officials caught for drunk driving annually over the past five years (2014?2018), with 7 officials caught in 2017, prompting the establishment of the "Zero Drunk Driving 365 Plan" and the strengthening of disciplinary and financial sanctions against public officials caught drunk driving.
When caught drunk driving, officials faced stricter disciplinary demands, demotion, promotion restrictions, withholding of performance bonuses for two years, and exclusion from selection for various job training programs. Some customized welfare points were also limited, and use of employee recreational facilities was prohibited for two years.
To raise awareness, the city sent drunk driving prevention text messages twice a month to all employees and conducted education and publicity campaigns during vulnerable periods.
Additionally, the city encouraged company dinners focused on cultural activities rather than drinking and carried out comprehensive efforts to eradicate drunk driving, such as the "Healthy Drinking 119 Campaign," resulting in zero drunk driving incidents among public officials.
Mayor Jang Deokcheon stated, "The fact that not a single public official was caught drunk driving last year is an encouraging achievement made possible by the collective efforts of all public officials," and urged, "I ask all public officials to continue working hard to maintain the record of zero drunk driving."
