[Asia Economy Reporter Lee Jung-yoon] The so-called certification shots, where people 'show off' their daily lives on social networking services (SNS), sometimes need caution as they can be exploited for crimes. Usually, these posts include personal information, but recently, there have been cases where posting photos proudly showing a 'gongmuwonjeung' (government employee ID) was used as material for forging identification cards.
When entering related keywords on SNS platforms like Instagram, thousands of certification shots featuring government employee IDs appear. Most of these posts are shared to inform acquaintances of the joy of passing the highly competitive civil service exam. Captions such as "Finally received my government employee ID" and "Receiving the government employee ID makes the success feel real" are common.
The problem is that personal information such as the face and affiliation is also fully exposed. These government employee ID certification shots can be exploited for crimes. The method involves downloading the government employee ID and forging it using programs like Photoshop to commit fraud. In fact, serial killer Yoo Young-chul was known to skillfully use programs like Photoshop and forged police IDs to impersonate officers and commit crimes. In October 2017, a man surnamed Park was arrested and tried for impersonating a prosecutor and extorting money using a government employee ID photo found online. He created fake IDs by inserting his name, photo, and the Ministry of Justice affiliation into government employee ID photo files found on the internet, defrauding acquaintances of approximately 150 million won.
Especially, advertisements offering to forge IDs using such certification shots can easily be found on SNS. These individuals manipulate government employee IDs posted online and provide clients with fake government employee IDs. Although forging or altering official documents can result in imprisonment of up to 10 years, these activities are rampant due to insufficient enforcement.

In response to these concerns, voices calling for education for newly appointed government employees are emerging. Professor Lee Geon-su of the Department of Police Science at Baekseok University stated, "People should be aware that a small act of posting photos on SNS can lead to crimes," and suggested, "The government should make preventive efforts such as educating civil servants to refrain from such actions as much as possible during their appointment process."
