Kim Donggeun: "Will Secure New Growth Engine for Old Towns of Nokyang, Ganeung, and Heungseon-dong"
Kim Donggeun, the People Power Party candidate for Mayor of Uijeongbu, announced an economic and job creation pledge to establish a 'Design Media Cluster' at CRC (Camp Red Cloud), located in Ganeung and Nokyang-dong.
CRC is a large-scale, 825,000-square-meter site that was formerly a U.S. military base returned to Korea. It is considered a core strategic location in Uijeongbu, boasting significant development potential due to its proximity to Seoul. In particular, as public land owned by the Ministry of National Defense, it is evaluated as suitable for systematic and strategic development led by the national government.
Candidate Kim Donggeun stated, "CRC is not merely a site for development, but the final growth hub that will shape the next 100 years of Uijeongbu's future," adding, "We will shift away from existing apartment and logistics-focused development plans and transform CRC into a future-oriented creative industry cluster centered on design, media, and content, fundamentally changing the city's structure."
The core of this CRC cluster plan is to redesign the existing comprehensive development plans with a focus on future industries, thereby creating an ecosystem where companies and creative industries can coexist.
Given that neighboring cities such as Yangju, Pocheon, and Dongducheon have strong manufacturing bases, it is expected that combining design, media, and content industries will further enhance the industrial competitiveness of northern Gyeonggi Province.
Candidate Kim Donggeun emphasized, "We are no longer in an era where simply manufacturing products well is enough; now, brand, design, and content are the key determinants of industrial competitiveness," and added, "CRC will be the core catalyst for transforming the industrial ecosystem of northern Gyeonggi Province into a high value-added structure."
CRC is planned to be established as a convergence platform for future industries, not just a simple industrial complex. Its main functions will include a design campus, media production center, content creation studio, youth startup campus, corporate support space, and a startup support center. The vision is to create a multifaceted industrial hub that attracts cutting-edge enterprises, supports youth entrepreneurship, and provides a foundation for content production.
Candidate Kim Donggeun stated, "We will create an environment where young people in Uijeongbu can take on the challenge of future industries and start businesses," adding, "By building an ecosystem for youth employment and entrepreneurship, we will transform Uijeongbu from a city young people leave, into a city where young people gather."
In addition, the CRC development process will also pursue an urban regeneration strategy that preserves historical and locational characteristics. CRC is a symbolic site with traces of U.S. military base history and national security, and there are many buildings with value as modern architectural assets that should be preserved.

The recent selection of CRC as a final candidate for designation as a Free Economic Zone is also a factor that increases the growth potential of this plan. Designation as a Free Economic Zone can provide a favorable foundation for attracting foreign-invested companies and advanced content companies, and is expected to become an important turning point for nurturing CRC as a hub for future industries in northern Gyeonggi Province.
