Candidates for mayor of Gwangju and city and provincial council members from the Democratic Party of Korea have put forward their first joint pledge for the June 3 nationwide simultaneous local elections, unveiling the plan for "30,000 houses and AI Smart City Gwangju Great Transformation" as part of their policy campaign.

View original imageThe joint pledge, announced on May 21, includes participation from Park Gwanyeol, candidate for Gwangju mayor; provincial council candidates Choi Bora, Lim Changhui, Lee Jahyung, and Kim Mikyung; proportional representation candidates for the metropolitan council Choi Hyekyung and Jang Kyeongim; city council candidates Yoon Giseo, Lee Kyungseon, Oh Hyunju, and Lee Eunchae; as well as proportional representation candidates for the basic council Kim Okju and Kim Sangdeok.
Park Gwanyeol and the city and provincial council candidates stated, "For the past 50 years, Gwangju has endured various overlapping regulations to protect clean water for citizens in the Seoul metropolitan area, but in the process, the city has faced structural problems such as unplanned development and traffic congestion." They added, "To transform Gwangju into a self-sustaining city that combines advanced industry and high-quality residential areas, we will pursue rationalization of regulations and the development of new towns through the '30,000 houses and AI Smart City Gwangju Great Transformation' initiative."
They reached a consensus that the only solution to the current distorted urban structure—marked by the proliferation of factories, clusters of villas, and narrow roads due to unplanned development across Gwangju—is the construction of an AI smart new city.
The newly announced 'AI Smart City' pledge goes beyond simply building apartment complexes.
The planned 30,000-unit housing supply will fully incorporate AI control systems and RE100-compliant energy self-sufficiency technologies. The plan aims to create a future-oriented city by establishing smart homes (with AI assistants for each household, healthcare systems, and integrated security monitoring) and realizing 'Energy Plus' homes (which aim for zero maintenance costs through solar and geothermal energy—linked to the Lee Jaemyung Energy Expressway initiative).
In addition, a certain percentage of the 30,000 units will be allocated as long-term rental "basic housing" and "first homes near transit stations for youth and newlyweds," to strengthen public interest and promote housing stability for working-class residents and young people.
Park Gwanyeol emphasized, "This pledge is not just a personal promise from the mayoral candidate, but a shared commitment with all Democratic Party candidates in Gwangju to the citizens. If you choose the Democratic Party's united team in the June 3 local elections, we will immediately begin feasibility studies and revisions to the city's master plan within this year, delivering tangible changes that citizens can feel."
The city and provincial council candidates added, "Once the AI smart new city is built, chronic issues related to population influx, traffic, and living conditions will be resolved. We pledge to fully support the enactment of related ordinances and securing of budgets in both the Gyeonggi Provincial Council and Gwangju City Council."

Meanwhile, starting with their first joint pledge for "30,000 houses and AI Smart City Gwangju Great Transformation," the Democratic Party of Korea candidates in Gwangju plan to sequentially announce additional policy pledges covering roads, transportation, welfare, education, youth, middle-aged and senior citizens, and other daily life issues, leading the way in a policy-focused election.
