Chairperson Chang-ho Ahn Issues Statement Ahead of June 3 Local Elections
Chang-ho Ahn, Chairperson of the National Human Rights Commission, emphasized the importance of an election culture free from hate speech ahead of the 6·3 9th Nationwide Local Elections and the parliamentary by-elections.
On May 20, in an official statement, Chairperson Ahn said, "Free and fair elections are the foundation of democracy," and added, "Opportunities for political participation must be equally guaranteed to everyone, regardless of gender, disability, race, or religion." He continued, "Hate speech not only infringes on the human rights of members of certain groups, but also distorts the public sphere, undermines democracy, and threatens social cohesion."

View original imageAccording to the Commission's analysis of media coverage during the official campaign period for the 21st presidential election last year, expressions of misogyny and hatred toward candidates were the most prevalent, each accounting for 24.1%. This was followed by threats of violence (13.8%), group disparagement (10.3%), and hatred toward races and foreigners (6.9%).
Chairperson Ahn called on political parties and candidates to "refrain from making malicious personal attacks based on false or distorted information and from using language that promotes prejudice and stereotypes against social minorities." He urged the National Election Commission to take immediate corrective measures in the event of hate speech, and asked the media to play a role in preventing the spread of hate speech by not excessively reporting such cases.

He stated, "Reducing human rights violations and discrimination caused by hate speech, and moving toward a society where everyone’s dignity and rights are respected, is the responsibility of all members of the community." He added, "The National Human Rights Commission will continue to monitor national and local media and broadcasting outlets throughout this election period."
