Sangjin Shin, the People Power Party candidate for Mayor of Seongnam, has announced the "Underground Revolution for the Old City Center: Clean Sewer Project" as part of his pledge to resolve the chronic sewer odor issues in Sujeong and Jungwon districts, focusing on improving environmental conditions closely related to daily life.
On May 18, through his policy pledge, Shin stated, "Residents of the old city center have long suffered significant inconvenience due to persistent sewer odors," and pledged, "I will fundamentally innovate the sewer pipeline system in Sujeong and Jungwon's old city center."
Shin emphasized, "During the 8th term of Seongnam's municipal administration, we made various efforts to address the odor problem, including expanding smart reduction facilities and maintaining stormwater inlets. I have personally visited locations such as Shingheung 2-dong, Jungang-dong, and Eunhaeng 2-dong to inspect facilities. However, it is now time for a fundamental solution rather than temporary fixes."
The core of this pledge is to completely replace the existing 391-kilometer sewer pipeline network across Sujeong and Jungwon—from a combined sewer system to a 'separate-type sewer system' modeled after advanced countries. Currently, most pipelines in the old city center are aging combined systems where stormwater and domestic wastewater flow together, which has been identified as a main cause of odor problems.
Shin declared, "As soon as the 9th municipal administration begins, I will complete the Ministry of Environment's approval process and secure 60% of the total project budget from national funds," adding, "I will demonstrate competent management by reducing Seongnam City's financial burden and accelerating the project."
He also outlined a plan to enhance project efficiency by linking it with redevelopment and reconstruction projects in the old city center. Shin explained, "From the approval stage of redevelopment and reconstruction projects, we will closely coordinate with developers and associations to require the separate installation of foul water and surface water discharge systems within complexes," and added, "We will demonstrate smart project management that shortens construction periods and maximizes budget efficiency."
Additionally, he presented measures to minimize potential inconvenience for residents during the large-scale pipeline construction process.
Shin said, "Since comprehensive maintenance will take some time, we will significantly expand the currently operating state-of-the-art ICT-based smart reduction facilities to ensure that residents experience no inconvenience during the project period. We will also maintain thorough, hands-on management of existing prevention facilities to reliably eliminate immediate odor issues."
