Myeonhyeon Kwan, the Democratic Party candidate for Haenam County Governor, announced on May 17 that he has identified Haenam as the optimal location for a "UN Global AI Hub." He strongly urged Min Hyungbae, candidate for the Jeonnam-Gwangju Integrated Special City, to make this a key future strategic task for the upcoming integrated special city.
Candidate Kwan presented three key strengths to justify Haenam's bid. First, he cited the country's largest renewable energy (RE100) infrastructure and the 154kV Sani Substation, emphasizing that these provide the perfect power infrastructure to build a "carbon-neutral data center" for the AI industry, which requires massive energy consumption.

View original imageHe also highlighted that Haenam has a national AI computing center and ample expansion sites, making it advantageous for attracting global companies and research institutions. Furthermore, he stressed that by integrating the Climate Change Response Center and smart farm infrastructure, Haenam could create a "global model" using AI technology to address humanity’s common challenges such as the climate crisis and food security.
Kwan stated, "Haenam is Korea's only future strategic base where eco-friendly power, AI infrastructure, and an agro-bio foundation are combined," and outlined his vision: "I will build a sustainable city that goes beyond mere technological competition to resolve the climate crisis and digital divide."
He added, "Based on the outstanding achievements we have built up so far, I will work closely with the Integrated Special City candidate to establish Korea's representative 'agricultural and fishing capital.' I will dedicate myself fully to my third-term challenge to elevate Haenam into the core of future industries."

Meanwhile, candidate Kwan spent the holiday continuing close communication with local residents. He visited the site of the "1st Rose Festival" organized by the Hwawon-myeon Sinpyeong Village Residents' Council, sharing warmth with the community. He also visited the reception hall in Munnae-myeon and Seongjin Village in Gyegok-myeon to attend senior citizen events, wishing them good health and strengthening his presence in the field.
