View original imageMyungkun Jung, the Democratic Party candidate for Mayor of Hwaseong Special City, has declared the start of the '30-minute travel era' that will connect all of Hwaseong City in a dense web, unveiling his plan to introduce the 'Hwaseong Circulation Railway' as a core transportation pledge. His blueprint aims to bring about a transportation revolution providing seamless connectivity in Hwaseong, an area 1.4 times the size of Seoul, that has long suffered from chronic east-west transportation imbalances.
Candidate Myungkun Jung presented a concrete three-phase roadmap for the establishment of the Hwaseong Circulation Railway Network through the five major pledges revealed on May 16.
According to Jung's announced plan, the first phase will launch a feasibility study for the project in 2027. The second phase, scheduled for 2028, will involve route alternative analysis and the selection of the optimal plan. The third phase, set for 2030, will include the integration of the project into the National Railway Network and the formulation of a master plan, thereby putting the project on track for full-scale implementation.
The leading proposal for the circular railway is to connect key hubs across Hwaseong City—such as Byeongjeom (Line 1), Bongdam (Shinbundang Line), and Namyang (Seohae Line)—in alignment with the Dongtan Tram's link to Byeongjeom Station.
Jung stated that he intends to thoroughly engage citizens through public hearings and seek expert consultations starting from the feasibility study stage to derive the optimal route plan. He also outlined a concrete strategy to secure the project's inclusion in the '5th National Railway Network Development Plan' through close consultations with Gyeonggi Province and the Ministry of Land, Infrastructure and Transport, and to apply for national funding.
Once this circular railway network is established, it is expected to usher in the 30-minute travel era throughout Hwaseong by working in tandem with three internal circular private expressways: Dongtan-Maesong, Namyang-Hyangnam, and Hyangnam-Dongtan.
In addition, the plan includes the extension of the Shinbundang Line from Bongdam through Hyangnam and Joam to the Maehyang-ri Kia Motors plant, as well as the uninterrupted implementation of the Bundang Line extension from Giheung through Dongtan to Osan, ultimately transforming Hwaseong into a city truly renowned for transportation convenience.
