View original imageOn this day, Jeon announced that he had delivered a policy proposal to the president of the Korea Racing Authority in the morning, presenting both a solution to the longstanding issues faced by residents due to the military shooting range and a plan for regional development.
The Yongmunsan military shooting range, the proposed site, has been the subject of continuous complaints from local residents for about 40 years due to noise, dust, and safety concerns. Jeon emphasized that after the closure of the shooting range, it should be transformed into an eco-friendly horse racing theme park.
Jeon stated, "The Yongmunsan military shooting range is a representative conflict facility that has forced unilateral sacrifices on local residents for a long time. Now, it is time to turn this place of gunfire and dust into an ecological and leisure space where families and tourists can gather, opening a new future for Yangpyeong."
He projected that if the project moves forward, it would generate investment and construction effects worth approximately 2 trillion won, and have significant ripple effects across the tourism, leisure, and service industries, thereby greatly contributing to revitalizing the local economy and creating jobs. He also explained that if the project is linked to the ongoing discussion about relocating the Gwacheon Racetrack, it could expand into a large-scale national project involving the Ministry of Land, Infrastructure and Transport, the Ministry of National Defense, the Korea Racing Authority, and Yangpyeong County.
The policy proposal includes: cooperation for the creation of a horse racing theme park after the closure of the Yongmunsan military shooting range; strategies for establishing an eco-friendly, family-oriented leisure space; developing a mutually beneficial model linked with local businesses and agricultural specialties; and establishing practical consultation channels.
In particular, by leveraging the fact that the shooting range site is national and public land owned by the Ministry of National Defense, the plan aims to enhance the feasibility of the project. It also includes measures to ensure both resident acceptance and environmental stability, based on eco-friendly solutions such as a zero-discharge system for wastewater and sewage.
Jeon further emphasized, "Yangpyeong boasts excellent accessibility to the Seoul metropolitan area via KTX, Gyeongui-Jungang Line, and the metropolitan transportation network. The region has sufficient potential to grow into a leading leisure hub in the eastern metropolitan area, combining the horse industry with tourism and recreational functions."
During the meeting, the president of the Korea Racing Authority stated, "If horse racing is established as a tourism and leisure activity, rather than gambling, and receives strong support from local residents, it will greatly help in attracting a racetrack."

He added, "Starting with this policy proposal, I will concretize discussions with the Ministry of National Defense, the Ministry of Land, Infrastructure and Transport, and the Korea Racing Authority to simultaneously resolve the Yongmunsan military shooting range issue and establish a future-oriented tourism and leisure infrastructure."
