Focus on Strengthening Infrastructure in the Northeastern Region
Oh Se-hoon, the People Power Party candidate for Seoul mayor, has pledged to create the 'Chang-dong K-Enter Town' and the 'Dongdaemun K-Culture Creation Town' as part of his campaign promises.

The core of his pledge is to strengthen infrastructure in the northeastern region of Seoul. In line with Oh's "Again, the Golden Age of Gangbuk" initiative, the Chang-dong K-Enter Town will be developed around Seoul Arena, which is scheduled for completion next year. This area will become a complex zone concentrating the K-Entertainment industry and cultural resources. The plan envisions a space that hosts performances, exhibitions, festivals, and events 365 days a year.
The Dongdaemun K-Culture Creation Town will also be established, centered around DDP. The goal is to transform Dongdaemun into a hub for the 'Entertech industry,' which merges K-content with technologies such as artificial intelligence (AI) and extended reality (XR).
Four additional next-generation cultural hubs will be created in other regions of Seoul. In the northwest, the 'Twin Ring' complex cultural facility, which will change the skyline of Seoul, and the 'Oil Tank Culture Park,' which will be redeveloped as a major festival venue, are planned.
Opportunities for Seoul citizens to enjoy culture will also be expanded. The 'Connected Live' program, which broadcasts Seoul Arena K-pop concerts in real time to locations such as the main plaza of Seoul Arena, Munjeong Station Plaza, and Namsan Tower Event Hall, will be further expanded. The 'Anyone Can Enjoy Classical Music' program at the Sejong Center for the Performing Arts will also continue.
To foster the future cultural and arts ecosystem, the Youth Culture Pass program will see increased support and will be converted into a year-round, always-accessible structure. The 'Spring of Performances' program, in collaboration with the Office of Education, will be expanded to include youths outside the regular school curriculum and will feature more special family performances.

Oh emphasized, "Culture and the arts should not be enjoyed by only a few, but should become a part of everyday life for all citizens," adding, "I will create an environment where artists can focus solely on their creative work and complete a Seoul where citizens can enjoy culture wherever they are."
