40,000 Users in Five Years... Reduction in Private Education Expenses
New 'AI & Career' and 'Self-Development' Courses Launching in June
Career Campus Collaboration and Mentoring for Young Professionals
The number of users registered for 'Seoul Learn,' Seoul City's representative education welfare platform, has surpassed 40,000. Introduced in 2021, Seoul Learn is an educational ladder that provides free online lectures and one-on-one mentoring to youth from underprivileged backgrounds.
On the 14th, Seoul City announced that, following the milestone of 40,000 users, it will introduce artificial intelligence (AI)-based English learning content and career development content to Seoul Learn starting in June.
Seoul Learn has shown significant growth not only in its user base but also in academic performance. According to Seoul City's annual performance evaluation of Seoul Learn, the average school grade of high school users improved from 3.52 in the first semester to 3.16 in the second semester in 2025, an increase of 0.36 points. Learning competency improved from 75 points in 2022 to 83 points in 2025, and learning attitude increased from 75 points to 85 points over the same period, representing improvements of 10.7% and 13.3%, respectively. This demonstrates continuous annual growth.
In particular, students who actively utilized Seoul Learn achieved especially remarkable results. Among students whose use of Seoul Learn accounted for more than 50% of their educational services (excluding regular schooling), their school grades improved by 0.42 points, which is more than double the 0.20-point improvement seen among those with less than 50% usage.
The platform also showed a clear effect in alleviating financial burdens. According to a Seoul City survey, the proportion of Seoul Learn user households reporting a decrease in private education expenses rose from 42.1% in 2023 to 52.4% in 2024, an increase of 10.3 percentage points. The average reduction in monthly private education expenses per household was 347,000 won.
College admission results have also steadily increased. According to Seoul Learn's career and college entrance survey, the number of users admitted to college rose from 462 for the 2023 academic year to 914 for the 2026 academic year—nearly doubling over four years.
Beginning in June, Seoul City will expand career-related learning content and broaden the range of learning site options as part of 'Seoul Learn 3.0.' The core goal is to establish Seoul Learn as a comprehensive learning support platform that goes beyond simple academic assistance by incorporating AI career coaching, tailored content for entering society, and expanded university student mentoring—taking into account each participant's individual growth journey.
The city will also strengthen career support programs that assist students from career exploration all the way to job preparation. To start, the 'Career Campus' program—linked with universities, youth facilities, and career experience institutions—will be expanded to 60 locations, providing experience programs in various fields such as aviation, semiconductors & robotics, and beauty, to around 2,500 young people.
In addition, support for AI future competencies will be fully implemented. Paid generative AI services will be offered to high school students and older members to assist in self-directed learning, along with AI utilization guides. For elementary and middle school students, project-based education and camps in AI and robotics will be offered in collaboration with KAIST, providing early learning opportunities in science and technology.
