Investigation Into Alleged Illegal Conduct During Board of Audit and Inspection’s Review
Over Presidential Office and Residence Relocation
The Second Comprehensive Special Prosecutor’s Team led by Kwon Changyoung, which is investigating unresolved suspicions following the three major special investigations (insurrection, Kim Keonhee, and Private Chae's case), has launched a compulsory investigation into the Board of Audit and Inspection regarding suspicions over the relocation of the presidential office and residence during the Yoon Suk Yeol administration.
On May 14, the special prosecutor’s team announced to the press, “We are currently executing search and seizure warrants at the Board of Audit and Inspection and three residences of related individuals to investigate whether any illegal acts occurred during the Board’s audit process concerning the relocation of the presidential office and residence.”
Previously, when various suspicions arose during the process of relocating the presidential office and residence after former President Yoon was elected in 2022, the Board of Audit and Inspection launched an audit. In 2024, the Board announced that multiple violations of laws and misconduct by the Ministry of the Interior and Safety and the Presidential Security Service had been uncovered during the relocation and construction process.
It was also revealed that 21gram, the interior company that effectively oversaw the residence construction, began work before the contract was signed and subcontracted to 15 unqualified companies, violating the Framework Act on the Construction Industry. However, as the Board failed to clarify in detail how 21gram was selected for the residence construction, controversy arose over the audit’s thoroughness.
21gram is a company that sponsored exhibitions hosted by Covana Contents, operated by Mrs. Kim, and handled the design and construction of the Covana Contents office. There are suspicions that the company secured the residence expansion project based on its connection with Mrs. Kim.

Through the search and seizure conducted on this day, the special prosecutor’s team is expected to look into whether the Board of Audit and Inspection was lenient in its investigation at the time, despite having additional grounds to investigate further.
