National Assembly and Seo-gu District Office Join Forces to Secure 2027 National Budget
Cooperation on Key Issues Including Urban Convergence Special Zone and Metropolitan Railway
Assemblyman Jo Incheol of the Democratic Party of Korea and the Seo-gu District Office in Gwangju Metropolitan City have established a "One Team" system to jointly address key regional issues and secure the national budget for 2027.
On May 6, Assemblyman Jo (representing Seo-gu Gap, Gwangju) and Seo-gu District Mayor Kim Eegang held the "Seo-gu Key Issues and Budget Meeting" at the Seo-gu District Office, agreeing to strengthen ongoing cooperation between the National Assembly and the local government.

This meeting was significant in that it served as a proactive consultation to strategically respond from the early stages of government budget planning, going beyond a simple budget review.
During the meeting, major projects aimed at building the future growth foundation of Seo-gu and improving the living environment for residents were discussed in depth.
Specifically, a wide range of regional issues were addressed, including the establishment of the Gwangju Urban Convergence Special Zone, operation of the AI Lounge Hub, construction of the Gwangju-Naju metropolitan railway and Gwangcheon-Sangmu Line, revitalization of alleyway commercial districts and traditional markets, the creation of a landmark at Balsan Neighborhood Park, disaster prevention projects in the Nongseong district, and maintenance of long-neglected buildings.
The Seo-gu District Office shared resident needs identified on-site and the current status of project implementation, while Assemblyman Jo’s office reviewed necessary support measures during the National Assembly’s budget deliberations and consultations with central government agencies. Both sides especially agreed that responding only after the government’s budget proposal is finalized has its limits, and decided to establish a joint response system starting from the project planning stage.
Accordingly, Assemblyman Jo and the Seo-gu District Office plan to operate a standing work-level consultation channel to continuously share updates on key projects, and to engage in close cooperation on projects requiring national budget support.
The National Assembly will provide legislative and budgetary support, while the Seo-gu District Office will focus on discovering and executing on-site projects. Both parties intend to accelerate their collaboration under the shared goal of advancing Seo-gu.
Assemblyman Jo stated, "There can be no separation between the National Assembly and the district office when it comes to the development of Seo-gu. I will proactively identify and thoroughly oversee projects essential to residents’ lives, starting from the government’s budget planning stage."

Seo-gu District Mayor Kim also said, "Since regional issues are directly connected to residents’ daily lives, organic cooperation with the National Assembly is essential. Through a continuous cooperation system, we will reflect voices from the field in the budget and deliver policy outcomes that residents can truly feel."
