U.S. President Donald Trump has abruptly announced a temporary suspension of "Project Freedom," the operation to assist the evacuation of merchant vessels in the Strait of Hormuz, citing progress in negotiations with Iran. This has introduced a new variable into the response strategies of the Blue House and the South Korean government.
Although the operation itself has been paused amid mounting U.S. pressure for South Korean military participation following the explosion and fire incident involving a Korean vessel, the maritime blockade against Iran remains in place. As a result, the Blue House and the government are expected to continue facing difficult decisions for the time being.

View original imageOn May 6, a high-ranking government official explained the official stance released by the Blue House and the government the previous day regarding U.S. proposals, such as participation in Project Freedom in connection with the Korean vessel explosion and fire. The official stated, "It means we will review it more actively." While the government officially maintained a cautious "under review" position, it is interpreted that the weight of the review has shifted, given that a Korean vessel was directly affected and U.S. demands have now become public pressure.
However, confusion has re-emerged after President Trump announced on May 5 (local time) his decision to temporarily suspend Project Freedom just one day after its launch. Through the social networking service Truth Social, President Trump said there had been "significant progress toward a complete and final agreement" with the Iranian delegation and stated that Project Freedom would be paused. This move came just one day after he had announced the commencement of the operation, signaling a sudden adjustment in pace.
Nevertheless, the United States has made it clear that the maritime blockade against Iran will continue. While the urgency for military participation has eased, military tensions and allied expectations surrounding the Strait of Hormuz have not disappeared entirely. The Blue House noted President Trump's recent comments on Project Freedom and stated, "We are reviewing the U.S. proposals regarding the Strait of Hormuz, taking into consideration the relevant principles, the readiness posture on the Korean Peninsula, and domestic legal procedures."
This issue is evolving from a simple maritime accident response into a diplomatic and security matter. President Trump has publicly conveyed the view that South Korea should also join the U.S.-led operation for rescue and escort missions in the Strait of Hormuz, prompted by the incident involving the Korean vessel. By linking the Korean vessel incident to an expanded allied role, the United States has made the South Korean government's options even more complex.
The government is currently expediting efforts to determine the cause of the incident. After moving the affected vessel to a nearby port using a contracted tugboat, the government plans to dock it and has decided to immediately dispatch personnel from the Korean Register's Dubai branch to conduct safety inspections. In addition, the government will send investigators from the Korea Maritime Safety Tribunal and experts from the National Fire Agency to the site, separate from the shipping company's own investigation, to ensure a more objective and reliable determination of the cause.

There is a clear reason why the government is emphasizing cause determination. The level of response will differ completely depending on whether the incident was a simple fire, an explosion due to external impact, or an attack by a specific country or armed group. Especially since the United States is maintaining its hardline stance against Iran, if the South Korean government hastily leans toward military participation, it could further endanger South Korean citizens, companies, and vessels in the Middle East. Conversely, if the government is perceived as too passive, it could increase the burden on the South Korea-U.S. alliance.
